From age 67, every Israeli resident rides all public transport free: buses, trains, light rail, Haifa’s Carmelit and Metronit. Women aged 62 to 66 pay half fare. The state also gives seniors up to 100% off arnona on the first 100 square meters of a home, 50% off the first 400 kWh of electricity each month, bank fees capped at ₪10 a month, about 50% off museums and national parks, and lower medication co-pays from age 72. Almost none of it arrives automatically. The master key is the free Senior Citizen Certificate (Kartis Ezrach Vatik), issued instantly through the Ezrach Vatik app to women from 62 and men from 67. Our estimate: a single 68-year-old claiming just the transport, electricity, and culture discounts keeps about ₪5,900 a year, and a couple replacing two ₪315 monthly passes saves ₪7,560 a year on transport alone.
Here is the problem this page solves: Israel will not send you a letter when you turn 62 or 67. The discounts exist and the budgets are funded (more than 500,000 seniors activated free travel within four months of the 2025 reform), but each benefit sits behind its own form, phone line, or counter, usually in Hebrew. Retirees who never ask pay full price for years. Below is every benefit worth claiming, the exact figure attached to it, and the fastest way to get it. Step one: put the Ezrach Vatik card on your phone
The Senior Citizen Certificate (Kartis Ezrach Vatik) is the document nearly every discount on this page keys off. The Ministry for Social Equality issues it free to women from age 62 and men from age 67 who are recognized as Israeli residents by Bituach Leumi. Tourists and non-residents do not qualify, for the card or for anything below.
- Download the Ezrach Vatik app (App Store or Google Play). The digital card loads immediately, with no waiting period, and is accepted almost everywhere.
- Prefer plastic? Call *8840 (Sunday to Thursday, 08:00 to 16:00) or apply online at form.mse.gov.il/seniorcard. The physical card arrives by mail within about two months.
- Show the card together with your Teudat Zehut wherever a senior rate is posted.
At 80, a second card arrives on its own: the Ptor Mi-Tor priority card, which lets you skip the queue at government offices and public services. If yours never came (common for olim who arrived after 80), call the national support center at *9696.

Free transport at 67 is worth more than most pension raises
Public transport discounts follow two age tiers under the Derekh Shava reform, fully in force since 25 April 2025. From 67, both men and women travel completely free nationwide: city and intercity buses, Israel Railways trains, the Jerusalem and Tel Aviv light rail, and Haifa’s Carmelit and Metronit. Women aged 62 to 66 get 50% off every fare type. Load the senior profile onto your Rav-Kav card through Rav-Kav Online, the Hopaon app, or any Al-Kav station; activation is immediate and can start from the 1st of your birthday month. Two catches: you must still tap the card on every ride, even a free one, and sherut shared taxis stay full fare in cash.
Our estimate of what free travel is worth: the national monthly pass costs ₪315, so a couple who both ride regularly keep ₪315 × 2 × 12 = ₪7,560 a year, roughly ₪151,000 over a 20-year retirement. Arnona discounts: valuable, income-tested, and gone if you miss 31 March
Arnona discounts cut the municipal property tax on your home by 30% to 90% for income-tested seniors, and by up to 100% for recipients of the Bituach Leumi income supplement, in both cases on the first 100 square meters of the apartment (area above that is billed in full). In 2026, the 90% tier runs up to a monthly income of ₪3,513 for a single person and ₪5,621 for a two-person household, measured on 2025 income. Since 1 January 2026, eligibility is computed on a 12-month income average only; the old 3-month option is gone, so bring 12 consecutive pay slips or a full-year tax assessment.
Apply at your municipality’s arnona department by 31 March (Jerusalem allows until 31 October) with Bituach Leumi Form 1514, which certifies your benefits and is valid for six months. Miss the deadline and that year’s discount is forfeited with no recovery. Only the single highest discount applies (no stacking), and from age 70 the discount renews automatically each year once granted.
Electricity and the bank: two fixed costs the law already cut
Utility discounts center on electricity. Eligible seniors (pensioners, Holocaust survivors, income-supplement recipients, and those with nursing-care status) get 50% off the first 400 kWh of monthly consumption from the Israel Electric Corporation. The discount is supposed to apply automatically when the account is in the eligible person’s name; if your bill shows no discount, call the IEC at 103, and missed months are credited retroactively with interest. Our estimate of the ceiling value: 400 kWh at the early-2026 residential rate of ₪0.65 per kWh is ₪260 a month, so the 50% discount is worth up to ₪130 a month, ₪1,560 a year.
Bank fee discounts are written into law. Every Israeli bank must offer a senior account (Cheshbon Ezrach Vatik) with a management fee of at most ₪10 a month, covering 10 self-service transactions, plus reduced-fee teller transactions, typically 4 a month. Banks do not apply this on their own: walk into the branch with your Teudat Zehut and Ezrach Vatik card and request the senior package. There is room to push further, too. The Bank of Israel has directed the major banks to fund about ₪1.5 billion a year in customer benefits, and seniors who negotiate get better deposit rates and cheaper foreign-currency transfers.
Half-price culture: museums, parks, and theaters
Museum and culture discounts run on the Ezrach Vatik card, and the standard cut is about 50%. The Israel Museum in Jerusalem charges seniors ₪27 against the ₪54 adult ticket. National parks and nature reserves charge seniors ₪15 to ₪25 where adults pay ₪30 to ₪50. Publicly funded theaters (Habima, the Cameri, the Israel Philharmonic) sell pensioner tickets at 30% to 50% off, and cinemas run weekday senior matinees. Twice a year, around Passover and Independence Day, sponsors open more than 40 museums and heritage sites free of charge.
Medications, dental work, and the age 72 line
Medication discounts work through the universal health basket. Every insured resident pays co-pays of 10% on generic drugs and 15% on branded ones, with a minimum of ₪17 to ₪18 per fill, and each kupat holim caps out-of-pocket drug spending at ₪800 to ₪1,200 per quarter. From age 72 the co-pays drop further, and Holocaust survivors are exempt entirely. Age 72 also unlocks public dental care: free exams, X-rays, and two cleanings a year, dentures at ₪306 per jaw every seven years, and crowns at ₪204 each (up to three). Pensioners on the income supplement pay a reduced health deduction of ₪123 a month, against ₪237 for a regular individual pensioner. Other senior benefits most people never claim
Other senior benefits are scattered across smaller offices, and each takes about one phone call:
- Free legal aid from age 60 for wills, powers of attorney, and advance medical directives, through your municipality’s social services department.
- Heating allowance from Bituach Leumi for seniors living alone who receive the old-age pension with income supplement.
- Subsidized senior daycare centers in most municipalities, with income-tested fees.
- The nursing benefit (gimlat siud) for seniors who need daily help at home: from ₪1,705 a month in cash at the lowest level to care worth about ₪7,440 a month at level 6. Apply with form 3000; information line *2637.

Add it up: what claiming everything is worth
Our estimate for a single 68-year-old in a mid-size city: free transport replaces a ₪315 monthly pass (₪3,780 a year), the electricity discount is worth up to ₪1,560 a year, and two half-price museum or park outings a month save about ₪600 a year. That is roughly ₪5,900 a year before any arnona discount, which for those who qualify at the 90% tier is usually the largest single item of all. Put differently, four forms recover more than three months of the basic Bituach Leumi pension (₪1,838 a month). The Hebrew on the forms, decoded
- Ezrach Vatik: “veteran citizen,” the official term for a senior; also the name of the card and the app.
- Rav-Kav: the national contactless transit card every rider carries; senior profiles load onto it.
- Zahav-Kav: the “gold” Rav-Kav profile that makes travel free from 67.
- Arnona: the municipal property tax billed to every household, owner or renter.
- Form 1514: the Bituach Leumi certificate of your benefits that municipalities require for the arnona discount.
- Ptor Mi-Tor: the skip-the-queue card issued automatically at 80.

Before you count on any of this, confirm five things
- You are recognized as an Israeli resident by Bituach Leumi; the card, the transit profile, and everything else here depend on it.
- Your Rav-Kav senior profile is actually loaded: tap it once at a validator and read the screen.
- Your electricity account is in the eligible person’s name; if not, call 103 to transfer it before requesting the discount.
- Your municipality’s arnona deadline: 31 March almost everywhere, 31 October in Jerusalem.
- Your bank statement’s fee line: anything above ₪10 a month means the senior package was never applied.
What retirees ask about senior discounts
Do the discounts stack?
Arnona explicitly does not: only the single highest discount applies. The others are independent of each other, so you can hold transport, electricity, bank, culture, and medication benefits all at once.
I am a resident but not a citizen. Do I qualify?
The test is residency recognized by Bituach Leumi, not citizenship. Tourists and non-residents get nothing, including on public transport.
Does free travel work on sherut shared taxis?
No. Sheruts take cash at full fare. Everything with a Rav-Kav validator (bus, train, light rail, Carmelit, Metronit) is covered.
I turned 67 two years ago and claimed nothing. Did I lose money for good?
Transit and the bank package start only when you activate them, with no back pay. Electricity is the exception: the IEC credits missed months retroactively, with interest. A missed arnona year is gone permanently.
My wife is 63 and I am 68. What does each of us get?
You travel free on the Zahav-Kav profile; she pays half fare until 67. The Ezrach Vatik card itself is issued to women from 62, so she already holds the museum, bank, and arnona benefits in her own right.
