Research and Data Methodology

Semerenko Group combines official Israeli government transaction registries, active market listings, and macroeconomic indicators to give English speakers an objective, transparent view of the Israeli property market.

Primary Data Layers

Our market analyses and price benchmarks are built from three distinct data layers:

  • Official Registered Transactions: Sourced directly from the Israel Tax Authority open transaction registry (Nadlan.gov.il / Rashut HaMisim). Under Israeli law, all property transactions must be reported to the Tax Authority within 30 to 40 days of contract signing. These records represent legally binding, finalized transaction consideration.
  • Active Market Inventory: Sourced from direct property owners, exclusive broker mandates, and verified developer projects across Israel. Asking prices represent initial seller targets and indicate supply conditions before negotiation.
  • Macroeconomic Indices: Sourced from the Central Bureau of Statistics (CBS / Lamas) and the Bank of Israel (BOI), including the national Housing Price Index, Construction Input Index (Tsumot HaBniya), and monthly mortgage origination reports.

Core Metrics & Calculation Standards

1. Price per Square Meter (ILS / sqm)

Price per square meter is calculated by dividing total contract consideration in Israeli New Shekels (ILS) by the registered net internal apartment area (Shetach Dira / Tabu area). In Israel, property sizes can be measured under different statutory definitions (Tabu registered area, municipal Arnona area, or gross architectural area). Where official registry data is available, we benchmark against net registered area.

2. Israeli Room Count Standard

Israeli residential real estate counts total rooms, where the living room (Salon) is counted as 1 room:

Israeli Room Count English / International Equivalent
2 Rooms 1 Bedroom + Living Room
3 Rooms 2 Bedrooms + Living Room
4 Rooms 3 Bedrooms + Living Room
5 Rooms 4 Bedrooms + Living Room
6+ Rooms 5+ Bedrooms + Living Room

3. Medians vs. Arithmetic Means

Property markets frequently include extreme outliers—such as high-end luxury penthouses, custom private villas, or distressed sales—that skew simple arithmetic averages. To provide a reliable picture of typical market pricing, Semerenko Group prioritizes median prices for city and neighborhood pricing summaries.

4. Arnona (Municipal Property Tax) Estimation

Arnona rates are set independently by each municipality (Iriya) based on neighborhood classification, building age/category, and square meters. Figures displayed on Semerenko Group represent official municipal tariff schedules or verified property records.

Understanding Statutory Reporting Lag

Users should understand two key characteristics of Israeli property data:

  • Statutory Reporting Lag: Because the Tax Authority database requires 30 to 40 days for reporting plus administrative verification, registered transactions reflect contracts executed weeks or months earlier.
  • Property-Specific Value Drivers: Official databases record size and consideration, but do not capture qualitative value drivers such as high floor with elevator, sukkah balcony, private parking (Chaniya), secure room (Mamad), storage unit (Machsan), or custom interior renovations.

Professional Valuation Notice

The metrics, tools, and pricing tables on Semerenko Group provide market research, comparison, and initial orientation. They do not constitute a formal statutory appraisal (Shuma). A legally binding valuation for mortgage financing, taxation dispute, or purchase assessment requires a certified Israeli Real Estate Appraiser (Shamai Mekarkein).
