Correcting Land Registry Records: Names, IDs and Boundaries

A mistake in a land record in Israel needs the procedure that fits the mistake. A misspelled name, a changed identity document, a disputed owner, a wrong parcel boundary and a planning restriction are different problems. Start with the actual register, the underlying documents and the property’s jurisdiction. A correction application does not itself settle ownership, legalise construction or remove a creditor’s rights.

This guide distinguishes the Israeli Land Registration and Settlement Authority, the Survey of Israel and the Civil Administration’s Judea and Samaria services. Their forms, evidence and published handling periods are not interchangeable. It was checked against official service guidance on 1 November 2026; some government pages were available only through retained official captures. Check the current service page before filing.

This is general information, not legal or tax advice; confirm with a licensed professional.

Choose the right correction before collecting forms

What looks wrong? Start by checking Do not assume
A letter or digit was entered incorrectly The clerical-error service and the document on which registration was based That correcting a name also proves a disputed identity
The owner’s ID or name has changed The identity-update or proof-of-identity service for that registry That a changed passport means a transfer to a different person
The parcel area or boundary is wrong Whether the land is settled, unsettled or registered under a separate territorial system That moving a fence changes the legal boundary
A planning or permit note appears The authority and legal basis responsible for that note That it is a typo simply because it obstructs a sale
A registrar rejects an application The written reasons and the correct administrative or court challenge That a fresh correction form replaces an appeal deadline

Obtain the appropriate current Land Registry extract or certificate of rights. Read the block, parcel and subparcel, the registered person and identity number, the right and share, and every relevant note. Compare them with the original deed, identity documents, survey and permit file. An address or municipal tax account alone is not a substitute for the title record.

Clerical errors and identity updates in the Israeli Land Registry

The Ministry of Justice clerical-error service covers errors in the documents used for registration and typing errors made when the registry entered the information. Identify which happened: the evidence explaining a wrongly typed digit may be different from the evidence needed to correct an error already present in a signed instrument.

The separate proof-of-identity and identity-update service concerns the connection between the registered person and their identity details. A lawyer should decide whether a marriage-related name change, old passport, omitted number or spelling difference belongs in that route, clerical correction or a proceeding requiring stronger identity proof. Do not promise that all name mismatches are a quick administrative edit.

The published services provide online filing for appropriately equipped lawyers and manual filing or post for other applicants. Keep the signed application, its supporting evidence and the submission acknowledgement. Ask the responsible office what is missing before tying a completion date to your sale contract. The sources reviewed do not establish a universal Israeli processing time for correcting a registered name.

The Authority’s general service centre lists *8653, or +972-8-6831663 from abroad, extension 7 then 1. Use the contact details attached to your particular service: an appeal page may identify a different desk.

Wrong area or boundaries on unsettled land in Israel

The official area-and-boundary correction service describes section 135A of the Land Law for land entered in the land books but not settled. A rights holder, or the Attorney General or a representative, may apply. If the correction could prejudice adjoining land, affected rights holders must have a reasonable opportunity to be heard.

The application must explain the facts, be signed by the applicant and be verified by a lawyer. A licensed surveyor’s plan needs the required Survey of Israel approval and certification. Adjoining rights holders’ signatures must be verified by a lawyer. If signatures cannot be obtained, the service calls for a detailed, reasoned affidavit explaining why; that does not mean the objection or hearing requirement disappears.

Check the plan’s approval date. The service says a surveyor’s plan ceases to be valid after 5 years from Survey of Israel approval. An old plan in a purchase file may therefore need attention before a new application.

The supporting evidence is wider than a survey

  • A general description of the land and proof of the applicant’s rights, including where originals are held if only copies are provided.
  • Lists of the other rights holders, adjoining parcels and their rights holders, with the required identifying and contact details, plus extracts for adjoining parcels.
  • Property-tax and local-authority record entries, or confirmation that no entry exists where required. The service states an exception for state applications to the property-tax record requirement.
  • Survey of Israel confirmations concerning involuntary changes such as expropriation or parcellation and, where needed, whether the land lies within Israel.
  • The settlement officer’s confirmation that settlement proceedings are not underway, the Custodian of Absentee Property’s approval where applicable, supporting affidavits and the fee receipt.

Inheritance, representation, corporate authority, foreign corporate documents, missing identifiers and translation can require additional evidence. Do not treat the list above as permission to omit the service’s case-specific documents.

The official page describes an application to the Supervisor through the registrar where the property is registered, while its filing instructions direct submissions to the Jerusalem Land Settlement Office. Confirm the receiving office for the exact parcel before sending the originals. The page lists in-person, deposit-box and postal filing, and government payment routes; no current fee amount is certified here.

Boundaries of a parcel created through land settlement

For an existing parcel created in settlement, the Survey of Israel has a different boundary-and-area correction service under section 97B. A surveyor submits the explanatory letter, a 97B plan in DWG format and a technical report. Depending on the case, boundary-restoration calculations, transformation information, a boundary survey or a survey diagram are also needed.

The published period is 45 business days for a status update. It is not a promise that the boundary will be corrected or a neighbouring dispute concluded within that time. Have the surveyor explain whether the application concerns a measurement issue, conflicting historic plans or a substantive rights dispute requiring another route.

Judea and Samaria: distinguish a typo from an owner-name case

The Civil Administration’s clerical-error service describes mistakes in letters or numbers, such as an incorrectly entered surname, digit or address. The application itself is listed as free of charge. That does not make every related professional service or different correction procedure free.

For a registry typing error, the listed evidence includes an ID copy and a letter specifying and explaining the correction. For an error in the underlying documents, it includes an ID copy and an authenticated affidavit explaining the error and its origin, or why the affidavit cannot be supplied. If a lawyer made the error, the registrar may accept the lawyer’s letter instead. Further documents may be requested.

The same service warns that changes involving the registered rights, such as parcel rights or shares, can affect tax payments; the registrar will notify the applicant. Do not extrapolate that a substantive transfer can always be processed as a free typo correction.

Online submission is limited to Israel Bar lawyers with the specified Comsign or Personal ID smart card. The page also lists manual office and registered-post options. Verify current reception arrangements before travelling. It describes an email acknowledgement and an emailed answer within 14 business days, with status enquiries after that period. This is that service’s published response period, not the general Israeli name-correction timetable.

When the registered owner’s name and identity document differ

The separate registry-book name-correction service requires a court judgment establishing that the registered owner is the holder of the identity document, with recognition in Judea and Samaria. It lists a current extract, valid power of attorney, the judgment and any further document requested. A fee is payable, but the reviewed service does not establish its current amount.

The service describes a stamped acknowledgement of receipt and a decision, or a reasoned refusal, sent by post or available for collection. Its approximate handling period is up to 3 months after receipt of the documents. Treat that as published guidance, not a guarantee or a deadline for obtaining the court judgment itself.

Area and boundaries in an Ottoman-style register

The Civil Administration’s area-and-boundary service concerns land recorded under the Ottoman system without a map. It explains that the boundaries, rather than the stated area, define the land. A corrected measurement is therefore not simply an invitation to substitute a larger square-metre number.

The listed application includes a land-transaction form, maliya property-tax extract, valid power of attorney, mukhtar affidavit, registration map signed by neighbours on every side and proof of the opening fee, with further documents as requested. The service describes a site inspection and two payment stages: file opening, then an area-and-boundary inspection fee, or kashaf, when directed. Verify the current form and fee schedule; this guide does not quote unverified amounts.

The office is in Beit El and the service lists postal filing to PO Box 46, Civil Administration. Its approximate handling guidance is also about three months after receipt of documents. That estimate cannot be transferred to an Israeli section 135A application or treated as the length of a contested ownership proceeding.

Jerusalem settlement and maliya numbers

Government Decision 3792 of 18 January 2026, continuing the earlier 2018 decision, set a target of completing settlement in East Jerusalem as far as possible by the fourth quarter of 2029. It named cooperation with the Survey of Israel, Israel Land Authority and Custodian of Absentee Property and made implementation conditional on passage of the 2026 Budget Law. A policy target does not certify that your parcel has been settled or resolve its individual rights.

A separate 2 July 2026 announcement describes the Jerusalem Land Settlement Office’s certificates of maliya numbers, historic Jordanian property-tax registration numbers, for land within Jerusalem’s municipal jurisdiction. Such a tax reference is not itself proof of title. Do not assume that this Jerusalem service and the Civil Administration’s maliya-document requirement are the same application.

Appeal the right kind of decision

The Authority’s administrative appeal service describes challenges to decisions of a Land Registrar or a Supervisor acting administratively, under section 121. The written appeal should state the grounds and include the rejection and supporting correspondence. The service is listed as free. Its eligibility description should be checked for the particular applicant; do not assume every dispute can use this form.

The published procedure directs the appeal to the office that dealt with the original application, with a simultaneous copy to the Authority’s management, at Hanhala-mekarkein@justice.gov.il or fax 02-6467814. The office reviews its decision and, if needed, passes the matter to management. The page describes email or fax notification when an appeal is accepted. Keep evidence of both submissions and obtain advice promptly about any applicable time limit; no universal appeal deadline is asserted here.

A decision given by the Supervisor in a judicial proceeding has a different route: the service points to the District Court. An administrative appeal form is not a substitute for that court process.

A surveyor complaint does not correct the register by itself

The Survey of Israel’s professional-complaint service addresses matters such as an inaccurate map, boundary reconstruction inconsistent with controlling documents or a potentially misleading expert opinion. It describes complaints by Israeli citizens concerning licensed surveyors with a valid licence; the public register allows a name or licence-number check.

Provide the complainant’s and surveyor’s details, a clear explanation, supporting maps, documents or photographs, and details of related court proceedings. Anonymous complaints are not accepted. The complaint is passed to the surveyor verbatim for a professional response and the service is free of charge. Work in Judea and Samaria is directed to the Civil Administration’s surveying staff officer.

Refund demands, late delivery and contractual disputes are outside this professional complaint route. The enforcement team may close a complaint if it concludes the surveyor acted properly, or consider a hearing if the complaint is justified. Conflicting old plans do not by themselves prove professional fault. Neither a complaint nor a hearing automatically changes title or awards compensation.

After checking the registered identity, a current Land Registry rights holder can consider the Tabu-Net activity-alert service. Registration is separate for each property and alerts follow registration actions; they do not prevent them. Use the route matching the identifier recorded in the register.

Before you sign a sale contract

  1. Identify the exact registry, parcel and error, then preserve the before-correction extract and underlying evidence.
  2. Have your lawyer and, for measurement matters, licensed surveyor confirm the correct route and receiving office.
  3. Check signatures, affidavit requirements, plan approval date, third-party rights and the current fees.
  4. Keep the receipt, requests for additional documents and decision. Treat an acknowledgement or status update as precisely that.
  5. After approval, obtain the updated record and check the exact name, identifier, share or boundary actually changed. Coordinate the result with the sale and mortgage documents.

For the surrounding transaction, see common property-sale delays, selling a house or villa and Tabu, ILA and housing-company rights. A completed form is not the same as a corrected record.
