On September 27, 2026, builder Avisror told the Tel Aviv Stock Exchange that its Ganei HaBira project in Jerusalem is close to a full building permit. On September 24 the city’s licensing system changed the request’s status to production of a building permit for digital signature. Avisror says it was told that no material conditions or approvals remain, and that the signed permit should be issued in the coming days.

A full building permit is the city’s final approval to build the whole project as planned. Construction here did not wait for that paper.

What the September 27 filing lists

The project company is Avisror Keshet Hatzlacha Nadlan. Avisror owns 50 percent of it. The same filing sets out the rest:

A bank accompaniment agreement is a bank deal that finances the construction.

This is not the first time the company has pointed to sales made before a permit. In the second-quarter report it published on August 31, 2026, Avisror said it had not yet booked revenue on sale contracts in three projects that still had no building permit. Ganei HaBira was one of them, with Carmei Gat 1 and Garda. Those three projects together held contracts for 222 homes, and the company’s share of that total was 150. Avisror expected the permits by the end of 2026. ice and Funder both reported that passage on September 1. The 222 figure covers three projects. It is not a Ganei HaBira-only number.

Two percentages on this page are our math, not the company’s. The filing says 150 of the 198 homes are for sale, and that 76 homes in the project have been sold. If those 76 sales all come from the 150, then about 51 percent are gone and 74 remain. That is 76 divided by 150. The planned build runs from September 2024 to December 2029, which is 5 years and 3 months, or 63 months. September 2026 is 24 months after the start. 24 divided by 63 is about 38 percent of the planned build time before the full permit.
