For a property using the Civil Administration’s land-registration services in Judea and Samaria, first establish the exact parcel, competent office, register and type of right. A land-register extract, a tax-book record and a certificate from the permissions register are different documents. The ordinary Israeli Tabu process should not be copied into a transaction without checking that it applies.

This guide covers specified Civil Administration registration services in Area C of Judea and Samaria, also known as the West Bank. It does not determine sovereignty, ownership, a parcel’s jurisdiction or permission to build. Those are separate matters requiring the relevant documents and professional advice. This is general information, not legal or tax advice; confirm with a licensed professional.

Identify the register before ordering an extract

Document or route What to establish What it does not replace
Land-register extract The property, registered rights and entries in the competent land register Planning, physical inspection or proof of an unregistered transaction’s completion
Tax-book or maliya extract The recorded tax-book information and its relationship to the claimed rights A registered title document
Permissions-register certificate The registered permission or use right under that specific scheme A general land-ownership certificate for every property in the area
Housing-company or other rights confirmation Which body records the current contractual rights and which registration steps remain Completion in a different register merely because a payment or agreement exists

The Civil Administration’s land-registration unit is the starting point for identifying the relevant service. Give the lawyer the exact property identifiers and the records already held. A place name or a seller’s description such as “Tabu land” is not enough to select a register.

Extracts, historical entries and inspection are different requests

The land-extract service distinguishes document types, while the registry-inspection service addresses a search for specified information. Confirm whether you need the current full entry, information about one unit, historical/deleted entries or an inspection request. A partial document may omit information relevant to the transaction.

Official service pages ask for evidence connecting the applicant to the land in relevant routes, such as an inheritance order, sale agreement or power of attorney. Do not assume every name search or record is publicly obtainable through the same procedure. Ask which interest, authorisation or additional process is required for your request.

A separate online extract-request service accepts requests for a land-register or tax-book extract with relevant documents. Other older pages describe different manual routes, payment methods and delivery periods. Identify the current service for the exact register before paying or promising a delivery date. A tax record should not be relabelled as registered ownership because it arrived through an extract service.

What changed with the online service?

The official launch notice says remote registration applications became available on 25 May 2026 and lists first registration, sale, warning notes, mortgages, inheritance or wills, other notes, name changes and extract requests. At launch it expressly limited the service to properties handled by Ariel and Ma’ale Adumim. The February date embedded in the notice’s URL is not the date stated in its text.

That historical announcement does not prove that every office or every action is now online. The relevant transaction services describe online filing by qualifying lawyers with specified smart cards, while extract services can use a different identification route. Check the current registration portal and the particular official service. Paying online is also different from filing the complete application online.

A court judgment: recognition comes before the registration step where required

The judgment-registration service uses “execution of a judgment” to mean registering land rights according to a judgment. That is not a general promise that every debt-enforcement action follows the same registration service.

For a judgment issued outside the area, including in Israel, the service requires the relevant recognition before registration. The outside-area recognition service explains documentary requirements and possible further verification. Recognition of the judgment and completion of the property entry are separate steps.

Ask counsel which issuing body is competent, whether the order is in the required form, what recognition or ratification is needed and which documents must be original or officially certified. Religious-court, inheritance and foreign-country orders can involve additional distinctions. Do not assume a notarised copy, translation or an Israeli decision automatically completes every local requirement.

Keep the recognition approval, the judgment, authority to act, application and fee receipts together. After the registration decision, obtain the resulting extract or confirmation. A receipt for a recognition application does not prove the rights were registered.

Inheritance, wills and renunciation orders

The inheritance-registration service describes registration based on an inheritance or probate order and relevant renunciation orders. An order made outside the area requires recognition under the applicable route. Ask which original or certified documents, current extract and housing-company confirmation are needed for the actual records concerned.

The service states that an estate-distribution agreement is not accepted for this inheritance-registration route. That is a registration requirement, not a conclusion that every agreement between heirs is invalid for all purposes. Have the lawyer determine how the intended allocation can lawfully be documented and registered before distributing or selling the rights.

The mulk will service has a specific scope

The will-registration service for mulk land expressly applies to mulk, described there as full private ownership. It directs applicants concerning other land types to the relevant sub-district registrar. Do not read that as a blanket statement that every other type can never pass under a will. The land classification and applicable succession and registration rules need their own assessment.

A will, the order giving it legal effect, recognition of an outside-area order and the final property entry do different jobs. Keep those stages separate when planning a sale by heirs.

Kiryat Arba’s permissions register is a distinct scheme

The permissions-register certificate service identifies the register as concerning rights in Kiryat Arba under the specified order, including permission or use rights in the described land. It should not be presented as the general ownership register for every property in Judea and Samaria.

There are separate official services for sale-based transfers, judgment-based transfers and inheritance transfers in that register. Select the service that matches the right and legal event. Recognition of an outside-area order can still be required; the fact that a transaction has been signed does not eliminate that step.

The permissions-register bank warning-note cancellation service concerns that specific Kiryat Arba route and asks for the bank’s discharge confirmation. It is not a universal procedure for cancelling every warning note in every register. Verify the resulting entry after the competent office completes the action.

First registration, division and consolidation

First registration concerns land not yet recorded in the land books. It is not the ordinary transfer of an already registered apartment. The service asks for evidence of the chain of rights and acquisition, relevant land or tax records, survey material and other supporting documents. Claims, boundary issues and the applicable examination process must be addressed; a map or tax-book entry alone does not establish the final result.

Parcel division and consolidation of parcels have their own registration requirements. A planning approval, survey, agreement and completed land-record change are separate things. Ask which plans, signatures, approvals, existing rights and encumbrances must be dealt with before the new parcels can be registered.

A physical fence or a private agreement to use part of a plot does not prove a registered parcel division. Check the exact area and boundaries being transferred and have the survey and legal documents reconciled.

Initial lease registration is not a transfer of a registered lease

Identify which register holds the rights and which act you need. The Civil Administration’s Judea and Samaria lease service covers its registration or cancellation route. It is separate from the ordinary Israeli Land Registration Authority services for first registration of a lease and transfer of an already registered lease.

Use the current requirements for the actual territory, register and transaction. Do not apply the ordinary Israeli filing route to a Civil Administration record, or assume every short rental agreement requires registration.

Other changes require the matching service

Proposed action Official starting point Check before filing
Register or cancel a warning note Land-register warning-note service The register, beneficiary, supporting obligation and cancellation authority
Correct identifying particulars Identity-proof service Whether this is the same person, a name correction or another change requiring evidence
Cancel a registered lease Lease-cancellation service The relevant parties, consent or other authority and current record
Authenticate signatures or seals Authentication service The issuing authority and the authentication required for the destination process
Renunciation transaction Renunciation transaction service The legal event and right involved; do not confuse it with every inheritance renunciation
Exchange of land rights Exchange service Both sides’ rights, required approvals, tax treatment and registration sequence

These services do not replace a transaction licence, tax certificate or other approval where one is required. Ask the lawyer to build the document list around the exact land, right and transaction rather than using an ordinary Israeli apartment checklist unchanged.

Fees, timing and refunds

Check the current official payment page for the exact service and register. Some processes involve a file-opening fee and a later registration fee. A payment receipt proves payment, not approval or completion. Do not transfer money to an account copied from an old article or pay under a similarly named service without confirming it is the required fee.

Official pages state different processing periods for different actions, and older and newer pages can differ. Treat the applicable period as a service-specific expectation with its stated starting condition, not a guaranteed completion date for an incomplete or disputed file.

The fee-refund service describes requests involving a wrong amount, duplicate payment or incorrect service. Keep the receipt, identify the reason and use the official application and bank-detail channel. Filing a refund request does not establish that it has been approved or paid.

Before signing or setting a completion date

  • Match the property, parcel and rights certificate to the transaction documents.
  • Identify the competent office and the precise register and land classification.
  • Verify the seller’s or heirs’ authority and any recognition needed for an outside-area order.
  • Check restrictions, mortgages, notes and other rights in the relevant records.
  • Confirm the transaction licence, survey, tax and additional approvals required for this route.
  • Use the current form, filing and payment instructions and retain the application reference.
  • After approval, obtain the updated extract or confirmation showing the intended change.

The extract and rights-certificate guide explains the document questions more generally, while the registration guide covers the wider transfer sequence. The authority, register and local rules still have to be identified for this property.

Sources and scope

The official Civil Administration services are linked alongside each action. The dated portal notice is described as a launch notice, not proof of the current scope of every online service. This guide does not certify a present fee, universal processing deadline, every foreign-order recognition rule, a title conclusion or permission to build. Where older and newer instructions differ, obtain the current requirements for the particular register and file.
