Understanding the Technical Specifications (Mifrat Techni) in Israeli Real Estate

The “Mifrat Techni” is a critically important document, especially when purchasing a new apartment “on paper” (off-plan) from a developer (“kablan”). It details the exact materials, finishes, and fixtures that will be included in the finished property.

Key Components of a Mifrat Techni:

  • Flooring (ריצוף): Specifies the type and size of tiles (e.g., “granite porcelain 80×80 cm”) for each area of the apartment.

  • Kitchen: Details the material of the cabinets (e.g., “Samer,” “Formica”), the type of countertop (e.g., “Even Caesar” – Caesarstone), the sink type, and preparations for a dishwasher.

  • Bathrooms (חדרי רחצה): Outlines the wall and floor tiles, the brand of the fixtures (taps, toilet), and the type of cabinets. It will specify if a bathtub or a shower (“miklahon”) is included.

  • Doors: Describes the front security door and the interior doors.

  • Windows (חלונות): Specifies the type of aluminum profile (e.g., “Klil”) and whether the glass is double-glazed (“zchuchit kfula”) for better insulation. It will also mention the type of blinds (“trisim”).

  • Electrical: Details the number of electrical outlets and light points in each room, the type of electrical panel (“luach chashmal”), and preparations for communication systems (internet, TV).

  • Air Conditioning: Specifies the type of system, often a “mini-central” AC system (מזגן מיני מרכזי), and its brand and capacity.

Why the Mifrat is Crucial:

  • Legally Binding: This document is part of the purchase contract. The developer is legally obligated to provide everything listed.

  • Basis for Upgrades: The mifrat is the baseline. Buyers can then negotiate and pay for upgrades (“shidurugim”) for better quality materials or additional features.

  • Quality Indicator: A detailed and high-quality mifrat is a sign of a reputable developer. A vague or low-quality mifrat can be a red flag.
