Living in Nahariya: community and lifestyle
Nahariya (נהריה) is a seaside city on Israel's northern coast, in the Western Galilee, founded in the mid-1930s by Jewish immigrants from Germany. The National Insurance Institute counts 70,343 residents in the city, and 19.5% of them are 65 or older, against 13.3% for Israel as a whole (local statistics dated 2026-10-01). That older age profile fits what English-speaking olim say about the town: many came later in life, often after their grown children had moved to Israel.
English speakers in Nahariya
Nahariya has an English-speaking circle, not an Anglo neighborhood. In an older, undated Nefesh B'Nefesh roundtable, a group of olim from the United States and England, aged from their 40s to their 70s, met for the monthly English book club they had started. Most had been preceded to Israel by their grown children. One of them summed up the balance: there are enough Anglos to make an English speaker comfortable, "but not so many as to feel that you're back in" the old country. They described an Israeli town rather than an expat one: Ashkenazi, Sephardi and Mizrahi families, Christian and Russian-speaking neighbors, a relaxed pace, the sea a five-minute walk away, and summer nightlife on the beachfront promenade (טיילת, tayelet), especially after Shabbat.
Getting around and getting out
Nahariya is the northern end of Israel's coastal railway, so trains toward Haifa and the center start here. Residents say that means you always get a seat, and visitors can't get lost: they ride to the end of the line. Check the current Israel Railways timetable before you plan a daily commute. Inland, the Galilee hills start about ten minutes out of town, and residents list the Druze village of Peki'in, Tzfat, the Keshet music school at Kibbutz Eilon, the Yehiam fortress, Rosh Hanikra and concerts in Haifa among their regular outings.

What is being planned in Nahariya
Several government plans would add a great deal of housing to Nahariya over the coming years, and they are at very different stages. This is where each one stood when a government body last announced it.
| Plan | What it adds | Stage, as announced |
|---|---|---|
| Citywide urban renewal plan (replaces TAMA 38) | Renewal of about 20,000 homes in about 6,000 buildings, and about 29,500 homes additional homes: about 7,000 through single-building renewal, which can get a permit directly under the plan, and about 22,500 in Pinui Binui (פינוי בינוי, demolish-and-rebuild) compounds | Given validity (final approval) by the Northern District Committee after objections were heard; announced 5 Mar 2026. Plans for the Pinui Binui compounds can now be approved by the local committee alone |
| Central Station preferred housing compound (מתחם מועדף לדיור, mitcham muadaf ledior) | About 1,500 homes homes proposed on about 191 dunams, where 109 homes stand today | Enlarged from 80 dunams by Government Decision 4292 of 28 Jun 2026; the final number of homes is set in detailed planning |
| Lev HaIr Nahariya (city center) | About 2,000 homes homes, about 370 hotel rooms, about 70,000 sq m of offices and shops and a public center with schools, on about 100 dunams at the junction of Sderot HaGa'aton and Derech HaAtzmaut, once industrial and infrastructure sites are cleared | Being advanced by the Housing Ministry; stage not stated (11 Jan 2026) |
| Sa'ar B, under the city's umbrella agreement | About 2,000 homes, about 300,000 sq m for jobs, offices and shops, and about 40,000 sq m for public buildings | Included in the agreement; stage not stated (11 Jan 2026) |
| New marina | A new marina under national plan TAMA 13/B/3, which found Nahariya the only suitable site for a new marina in the north | Detailed plan funded by the Housing Ministry and submitted for early planning review (11 Jan 2026) |
Sources: Planning Administration, citywide renewal plan for Nahariya approved (5 Mar 2026); Cabinet Secretariat, Government Decision 4292 (28 Jun 2026, updated 7 Jul 2026); Ministry of Construction and Housing, building, renewal and development plans in Nahariya (11 Jan 2026). Checked 30 Oct 2026.
The umbrella agreement (הסכם גג, heskem gag) between the state and Nahariya was signed in 2017 and covers about 400 dunams. Under it, the Housing Ministry says it has marketed and carried out more than 6,000 homes in the city's new neighborhoods. The ministry is also planning renewal along Sderot David Ben-Gaon together with the marina, to link the beach, the city center and the neighborhoods east of Road 4, and a public-space plan along the Ga'aton stream boulevard. It projects that Nahariya could reach about 120,000 residents or more in the medium to long term, well above today's population. That's the ministry's projection, not a forecast to rely on.
For a buyer, the point is supply. Planned homes take years to reach the market, and Pinui Binui compounds only move when owners and a developer agree, so treat these numbers as a pipeline, not a delivery schedule.
