Eight to fourteen weeks from first bank meeting to funds transfer, if your file is complete. The order matters more than the timing, because the mistake that costs the most is signing a purchase agreement before you have financial approval.
How long does an Israeli mortgage take?
Eight to fourteen weeks for a non-resident with a complete document file. Financial approval takes two to four weeks, the appraisal one to two weeks, the binding offer one to two weeks more, then deed signing and registration. Full Land Registry title registration can run three to nine months behind that.
The seven stages
- Pre-approval groundwork. Take identity and income documents to one or more banks before committing to a seller. Note that Bank Hapoalim’s fully digital pre-approval route is stated as being for Israeli-resident citizens; non-residents generally use the branch route. Approaching three banks in parallel costs you nothing extra and is the single highest-return habit in the process — 67% of Israeli borrowers in 2024 took an offer from only one bank, and the spread between banks exceeds two percentage points.
- Financial approval — אישור עקרוני. After a complete file is submitted, the credit committee reviews income, assets and liabilities and issues a written, non-personalised statement of the maximum loan, term, tracks, indicative rates, fees and required insurances. Two to four weeks. The bank is bound as long as you meet its conditions; you are not bound. Directive 451 requires the rate to be held for at least 12 days from issue, stated prominently; market practice is 24 days. That hold is your comparison window.
- Sign the purchase agreement. Only now, and only with a mortgage-approval condition and a realistic deadline written into it. Your attorney negotiates this clause; it is the most valuable paragraph in the contract.
- Property appraisal — שמאות. The bank appoints an independent appraiser from its approved list. You pay, typically NIS 1,500–3,000, and you cannot substitute your own. One to two weeks. The result sets the loan-to-value calculation, so an appraisal below the agreed price raises your cash requirement. In central Israel expect a 5–10% discount to the asking price.
- Formal binding offer. The credit committee issues the actual terms — amount, track split, rates, term, conditions. You usually have around ten business days to accept. This is your last genuine negotiating point, and the margin over the anchor rate is the part that is negotiable.
- Mortgage deed — שטר משכנתא. Signed before a bank-approved notary or attorney. From abroad, this can be done under a notarised power of attorney or at an Israeli consulate — see below.
- Funds and Land Registry. Once the bank’s charge is registered at the Tabu, funds are released to the seller’s attorney. Full title transfer and mortgage annotation commonly take two to five months, and the registrar will not act until three clearances are in hand: purchase tax, betterment levy (30–90 days) and arnona (7–14 days). Add 30–45 days if the seller’s bank must issue a release.
Signing from abroad
Almost the whole process can be completed remotely. Two routes exist for the deed itself.
- Notarised power of attorney. Sign before a local notary, have it apostilled (or verified through an Israeli consulate if your country is not a Hague Convention member), and let your Israeli attorney sign on your behalf. Some banks require their legal department to approve the POA first — allow two to three weeks for the apostille where it is not same-day. Ask for a limited-purpose POA naming the exact property, the amounts and the authorised actions. Banks approve limited POAs faster, and a general POA is an unnecessary risk.
- Consular notarisation. Many Israeli embassies and consulates provide notarial services for Israeli legal documents, producing a document the bank and Land Registry accept without question. Appointments can be scarce — book weeks in advance.
The timing trap: the deed must be signed and registered before funds are released. Work backwards from the closing date in the purchase agreement, because POA preparation, apostille, bank legal review and the registry queue all consume time that first-time buyers underestimate.
What actually causes delay
| Cause | Typical cost in time | How to avoid it |
|---|---|---|
| Incomplete document file | 2–6 weeks | Get the bank’s checklist at the first meeting and submit a complete, tabbed file rather than emailing documents piecemeal. Banks return incomplete files without a decision. |
| Undocumented source of deposit funds | 2–5 weeks | Under anti-money-laundering rules the bank must trace the money. Assemble the originating documents — brokerage records, closing statements, probate papers — before the bank asks. |
| Signing before approval | Can lose the deal | Never sign a purchase agreement without a mortgage condition and a realistic deadline. |
| Appraisal below the agreed price | 1–3 weeks | Ask for a pre-appraisal estimate on the specific address before signing. |
| Bank account opening | 1–3 weeks | Open the Israeli account alongside your first mortgage meeting, not after approval. Repayments cannot be collected from a foreign account. |
Why an adviser roughly doubles the conversion rate
Bank of Israel data shows customers average about two pre-approvals each, and only 27% of pre-approvals mature into an actual loan. With an adviser involved that rises to roughly 61%. The mechanism is not mysterious — an adviser runs applications in parallel and pushes the comparison to a conclusion rather than letting the first offer settle it.
What an adviser does not do is get paid by a bank. Israeli banks are forbidden from paying mortgage advisers commissions; advisers are paid by the client. A published 2026 price list runs NIS 10,000–25,000 plus VAT for a full-service new mortgage, with some advisers adding a NIS 10,000 surcharge for a foreign resident. There is also no statutory licensing regime for the profession as of 15 October 2026.
Israeli mortgage process questions
What is ishur ekroni and is it binding?
It is a pre-approval — a written, non-personalised bank statement of the maximum loan, term, tracks, indicative rates, fees and required insurances. The bank is bound as long as you meet its conditions; you are not bound, so you can walk away. Directive 451 requires the rate to be held for at least 12 days from issue, and market practice is 24 days.
When should I sign the purchase agreement?
After you have financial approval, never before. The purchase agreement should contain a mortgage-approval condition and a realistic deadline for obtaining it. Your attorney negotiates that clause, and it is the single most valuable protection in the contract.
What does the appraisal cost and can I choose the appraiser?
It costs NIS 1,500–3,000 and you pay it, but you cannot choose the appraiser — the bank appoints from its own approved list. The appraisal sets the loan-to-value calculation, so if it comes in below the agreed price you fund the difference in cash. Ask for a pre-appraisal estimate on the specific address before you sign.
Can I complete an Israeli mortgage without flying to Israel?
In most cases yes. Meetings can be by video, and the mortgage deed can be signed under a notarised power of attorney that has been apostilled, or at an Israeli consulate. Some banks require one in-person identity verification for new customers, so confirm your bank's requirement at the outset.
Why was my file sent back?
Almost always because it was incomplete. Israeli banks return incomplete documentation without a decision, which adds weeks rather than days. The second most common reason is an untraceable source of deposit funds — the bank must document where the money came from under anti-money-laundering rules.
How long does Land Registry registration take after closing?
Full title transfer and mortgage annotation commonly take two to five months, and the registrar will not act until it has three clearances: the purchase tax certificate, the betterment levy clearance (30–90 days) and the arnona clearance (7–14 days). Add 30–45 days if the seller's bank must issue a release of its existing charge.
Summary
The Israeli mortgage process has seven stages and takes eight to fourteen weeks for a non-resident with a complete file, plus two to five months for full Land Registry registration afterwards. The order is what protects you: financial approval before you sign, appraisal before you commit, and the binding offer as your last negotiating point. Incomplete files and untraceable deposit funds cause most delays, and both are avoidable with preparation. Apply to three banks in parallel, because the spread between them exceeds two percentage points and only 27% of single-bank pre-approvals become loans.
