Housing Ministry Eligibility Mortgage: Who Qualifies and How

The Housing Ministry eligibility mortgage (משכנתא לזכאים, mashkanta lezaka’im) is a state-subsidised home loan for people in Israel who own no home, veteran Israelis and new immigrants alike, taken through any mortgage bank once the Ministry of Construction and Housing has issued you an eligibility certificate (תעודת זכאות, teudat zakaut). Its interest is 0.5 percentage points below the average rate on CPI-linked mortgages that the Bank of Israel publishes, and never more than 3%; you repay it over up to 30 years. The amount is modest and depends on points for your family situation: for veteran households the basic loan runs from ILS 54,240 at 599 points to ILS 161,665 at 2,200 points or more, with additions for army or national service, reserve duty, the Negev, national priority areas and the 10 Plus programme. It is usually one layer of a larger bank mortgage, not the whole loan. The figures below come from the ministry’s mortgage guide and programme pages on gov.il, checked on 29 October 2026.

Who the eligibility mortgage is for

The loan is for households who are “housingless” (חסרי דירה, chasrei dira) under the ministry’s definition, which is the same one it uses for rent assistance. In short, neither you nor any member of your family has had rights in a flat, or in part of one, in the 10 years before you apply, and you have not already received government housing aid as a loan, grant or public-housing flat (rent assistance and mobility adaptations do not count against you). The flat you are buying with this loan is the exception: a second-hand flat bought under a contract signed up to 12 months before registering, or a new flat from a developer under a contract signed up to 36 months before, still leaves you housingless while its price is not yet fully paid. Someone who sold a flat and was left with no more than ILS 151,783 (a single person) or ILS 178,661 (a couple or family, including a single parent) can also count as housingless, provided they own no other flat or part of one.

Within that, the ministry runs separate points routes for veteran residents (ותיקים, vatikim) and for new immigrants. This guide follows the veteran routes. Olim have their own tables, run through the same banks; our mortgage guide for olim covers that side, and the olim housing rights overview puts it next to the purchase-tax and rent benefits.

The loan is linked to the consumer price index (CPI): your opening monthly repayment is tied to the index known on the day the loan is given, and the published repayment figures do not include property and life insurance. The interest benchmark is a Bank of Israel series, the average interest on CPI-linked mortgages from the mortgage banks, which the ministry links to from its guide. Because the rate is capped, the eligibility loan is often the cheapest money in a mortgage mix, but it is small, so most buyers add an ordinary bank mortgage on top; our explainer on how Israeli mortgage rates and rules work covers that part.

The certificate does not guarantee the loan. The bank still checks your equity and your ability to repay, and the collateral: the flat’s registration and an appraisal. The loan is conditional on the rights in the flat being transferred to your names and the mortgage being registered on it. The money goes straight to the seller’s or developer’s bank account, against a written confirmation of that account that you lodge with the mortgage bank. For self-building it is paid in stages as construction progresses. You can take the loan at any mortgage bank, not necessarily the one where you applied for the certificate.

If you have already signed a purchase contract

You can still get the loan if the price has not yet been paid in full and not too much time has passed since signing: up to 36 months for a new flat bought from a developer, and up to 12 months for a second-hand flat. In both cases the loan cannot be larger than what you still owe the seller. If you are building your own home, you can start drawing the loan within 36 months of receiving the building permit.

How the points work

The points decide the size of your eligibility loan: the more points your household collects, the higher the basic amount. For veteran couples and families the points come from three things added together: how long you have been married, how many children you have, and how many siblings each of you has. A child is an unmarried child up to age 21 who lives permanently with you, and a pregnancy from week 24 counts as an extra child. Siblings count if they are Israeli citizens living in Israel, and each spouse’s siblings are counted separately.

Points for veteran couples and families, Ministry of Construction and Housing tables, checked 29 October 2026
Count Full years of marriage Number of children Siblings of each applicant
0 30 none none
1 250 350 50
2 300 500 100
3 350 650 150
4 400 800 400
5 450 900 600
6 500 1,000 650
Each one more plus 50 plus 100 plus 50

Source: Ministry of Construction and Housing, mortgage for veteran families and young couples, updated 30 March 2026. Common-law couples use the same scale with “age of the eldest common child plus one year” in place of years of marriage (common-law couples page). The jump from 150 to 400 points at four siblings is as the ministry prints it.

Veteran singles collect points by age and by siblings, using the same siblings scale as couples. From 21 to 30 you have 30 points; at 31 you have 250; from 32 to 45 you add 50 a year, reaching 950 at 45; at 46 a one-time addition of 200 points takes you to 1,200, then 1,250 at 47 and 1,300 from 48. The maximum for a single person is 1,690 points, higher with a disability.

Extra points for a disability

Applicants who meet the ministry’s disability definitions get 200 points on top of their personal score, and a minimum score. Grade A (דרגה א’) covers holders of a permanent blind certificate from the Welfare Ministry, and anyone with a National Insurance, Health Ministry or Defence Ministry confirmation of permanent disability of 75% or more, stable incapacity of 75% or more, or mobility limitation of 75% or more. Grade B covers someone with a district Health Ministry bureau confirmation of an 80% or higher permanent impairment who is permanently confined to a wheelchair.

  • Veteran families with a 75% or higher permanent disability: never less than 1,600 points. A family that would reach 1,400 with the bonus is set at the floor.
  • Wheelchair users, or a couple in which both have a 75% disability: 2,200 points.
  • Veteran singles, grade A: at least 1,500 points and at most 1,890 points, from age 21 and anywhere in Israel.
  • Veteran singles, grade B: 2,000 points.

Three rules change where you land in the table. A veteran household with fewer than 599 points gets no points-based loan at all, only the locality additions described below. A family buying in national priority area A is treated as if it had at least 1,500 points, whatever its real score. And single-parent families are set at 2,200 points, which puts them in the top row.

The ministry also offers an online points and loan calculator. It is a helper only: the binding amount and terms are the ones printed on your certificate.

A worked example

This is an illustration, not a quote. Take a veteran couple married for three full years with two children, where each spouse has two siblings in Israel. Their points are 350 for marriage, 500 for the children and 100 for each spouse’s siblings, 1,050 in all, which falls in the 1,000 to 1,399 group: a basic eligibility loan of ILS 62,400. If one spouse served 32 months in the army and the other 24 months of national service, the 56 months add ILS 624 each, which at the amounts checked on 29 October 2026 comes to ILS 34,944, for an eligibility loan of about ILS 97,344 before any area addition. The service addition, 56% of the basic loan here, stays under the couple’s ceiling of 65% of the basic loan. On a typical flat price, the rest of the mortgage comes from a regular bank loan.

Additions on top of the basic loan

  • Army, national or civilian service: 1% of the basic loan for each full month of compulsory army service or national-civilian service, shown in the table above as a shekel amount per month. Civilian service counts for no more than 12 months. If you are still serving, months count from the start of service to your application.
  • Active reservists: if you served at least six reserve years with at least ten reserve days in each (the years need not be consecutive), you get 0.5% of the basic loan for every 15 full reserve days, at least 2% and up to 10% for each person. Service and reserve additions together are capped at 46% of the basic loan for a single person and 65% for a couple or family.
  • Negev localities: an extra loan of ILS 48,000 to ILS 84,000, set by locality, on the same interest terms, for buying or building in the localities the ministry lists, which include Be’er Sheva, Ashkelon, Kiryat Gat, Dimona, Arad, Eilat, Netivot, Ofakim and Sderot.
  • Confrontation-line localities: a security grant for building a standard protected room (ממ”ד, mamad), ILS 10,400 for a house or self-build and ILS 9,100 for a new flat in a building of two floors or more, paid through the mortgage bank after a ministry engineer confirms the room was built to standard. The localities are the Home Front Command list along the northern border and around Gaza.

The 10 Plus programme

10 Plus (תוכנית 10 פלוס) helps families who have been eligible for a long time without managing to buy. It adds ILS 132,000 on the eligibility interest terms, on top of your personal eligibility, if you meet every condition:

  • you are a couple, or a single-parent family, with at least 2 children, and at least 4 children if you buy in a national priority area;
  • you have been a couple or a single-parent family for at least 10 years;
  • you have lived in Israel continuously for at least 10 years (trips abroad of up to two months do not break it);
  • you use your earning capacity: you receive a National Insurance subsistence allowance, or at least one of you works full time and the family’s wage income is no higher than the ceiling for that year.

2024ILS 10,735
2023ILS 10,216

Getting the eligibility certificate

  1. Register at a mortgage bank. Go to a branch of any mortgage bank (Igud, Discount, First International, Jerusalem, Leumi, Mizrahi Tefahot, Mercantile or Poalim). The bank identifies you, records your details from your documents and passes them to the ministry. Bank Leumi also takes the request digitally without a branch visit. Registration costs ILS 60.
  2. The ministry checks you. Your application is checked automatically against government databases, such as the property tax records, and through investigation companies. The ministry does not commit to a fixed timetable, because many sources are checked.
  3. The certificate is issued to your bank. It confirms you are eligible and sets out the level of aid, its conditions and limits. It is valid for 12 months from the day you applied, and you can extend it at a mortgage-bank branch.
  4. Use it at any mortgage bank. Take the loan where the overall mortgage offer suits you best, not necessarily where you registered.

Our separate guides cover Housing Ministry rent assistance, including how long the rent payments continue after you sign to buy, public housing and the Dira BeHanacha programmes, where the eligibility mortgage can sit alongside a discounted flat.

A recognised service or hostile-action injury may involve a different authority. See housing loans for injured veterans and hostile-action victims; this eligibility certificate does not establish entitlement under those schemes.

Before you sign anything

  • Apply for the certificate before you sign a purchase or rental contract. The ministry says that any contract you sign relying on a certificate not yet issued is your own risk.
  • Before signing, check that your certificate is still valid and ask the bank what aid you are entitled to now, in writing, with the amount, terms and limits.
  • Check the timing rules above if you have already signed: the clock runs from the contract date, and the loan cannot exceed what you still owe the seller.
  • Remember that the bank’s own credit and appraisal checks still apply.

Appealing the amount or a refusal

You can appeal the size of your eligibility, or a refusal, to the ministry’s appeals committees: the supreme occupancy committee (ועדת אכלוס עליונה), and then the public occupancy committee, which hears appeals against the supreme committee. The appeal is filed through your mortgage-bank branch with a letter and the documents that support your request for an exception. The bank forwards it to the ministry, where the right committee hears it.

Selling, moving or marrying: porting the eligibility loan

An eligibility loan is tied to a specific flat, but it can be moved. Porting (גרירת סיוע, grirat siyua) means cancelling the subsidised mortgage on a flat you sold for money, or that moved to one spouse after a divorce, and placing it on another flat you buy for money (the ported amount cannot exceed what you paid), or on a home you are extending or building yourself, once the foundations are finished. Two borrowers who swap flats are treated as paying money for each other’s flat. The rules are in the ministry’s directed-aid porting procedure, issued with the Finance Ministry, in force since 15 May 2005 and still the version the ministry publishes. Ask your bank to confirm it applies to your file.

Main porting rules, Housing Ministry and Finance Ministry porting procedure in force from 15 May 2005, checked 29 October 2026
Question Rule
How long between selling and buying? No more than 3 years between the sale and the purchase, in either order; for self-build, less than that between porting and the sale. A cancelled deal’s date counts as the sale date.
Sold before you bought? The bank holds a bank guarantee or similar liquid security for up to 33 months from the lien’s removal. It may extend it by 3 months, to 36 months in all, if you have bought a replacement, or by up to 12 months, to 4 years in all, if you have not yet bought or are building. If porting is not done in time, the bank calls the guarantee.
How much can move? No more than the new flat’s price or its appraised value, whichever is lower, and the bank checks you paid the seller at least the amount ported.
Extending or building? Only after the foundations are finished and up to the appraised value at that time; a declining bank guarantee can cover a gap for up to 36 months. A home built through an association (amuta) is ported at frame-and-roof stage, or against a linked declining guarantee.
In arrears? All arrears must be cleared first, and you must meet the bank’s usual lending requirements.
Two eligible people who later married Only one of the two loans can move to a joint flat, which must be registered in both names.
Bought two adjoining flats, selling one The whole loan can move to the remaining flat only if it could have been given on that flat in the first place; otherwise the excess is repaid.
Key-money (דמי מפתח) flats From one key-money flat to another only with the ministry district’s approval after the bank’s opinion; never from an owned flat to a key-money flat.
Unlinked loans Loans not linked to the CPI move on their original terms.
Public-housing purchase loans (HaBayit Sheli, Kne Beitcha, Kan Beiti) Within 5 years of the original purchase, only with the housing company’s consent and if grants and loans together stay within 95% of the new flat’s price; after that, freely.

Moving to a different area

When aid moves to a less favoured area, part or all of it can be converted to a “maximum-interest loan”: a loan fully linked to the CPI at the market interest rate in force on the day the porting is completed. For housingless personal eligibility:

  • Aid given to a single-parent family, to disabled borrowers (grade A or B) or to olim moves to any locality without any change.
  • Aid given under the rules before 3 August 1998 moves without change. Aid given under the system from that date moves freely within the same priority area or to a higher one.
  • From area B to area C: no limit for a family, or for a single person who has since married or is 30 or older at the time of porting; a single person aged 29 or under has the aid converted to a maximum-interest loan.
  • From area A to area B or C, for a family: with an original score of up to 999 points, all the aid is converted; with 1,000 to 1,499 points, it keeps its terms up to the current ceiling for that score and the rest is converted; with 1,500 points or more, it moves unchanged. A single person moving from A to B has no limit, and from A to C follows the area C rule above.
Porting rules for special programmes, Housing Ministry porting procedure in force from 15 May 2005
Programme the aid came from Where it can move
Negev Law aid Only to another Negev flat at the same or a higher aid level, of up to 110 sqm net; buying where the level is lower means repaying the difference.
Locality aid or a locality addition Unchanged within the same locality or area or to a higher one; elsewhere, on locality-loan terms up to the destination’s locality-aid ceiling, with the rest converted to a maximum-interest loan. A new locality aid cannot be taken while porting an old one.
Enlarged aid for olim from Ethiopia, Iran, Syria and Yemen Within 36 months of the loan, only to localities where the enlarged aid is available to them, up to that locality’s ceiling, with the rest converted; after that, anywhere unchanged.
Neighbourhood renewal On original terms to another renewal neighbourhood; to anywhere else within 30 months of the loan only as a maximum-interest loan; after that, anywhere on original terms.
Homeowner programme Anywhere unchanged, except owners who moved to development towns (group 70), who can move only to priority area A or B localities. A building-savings (Mahal) loan can move to any flat.
Development grants and loans Within the same locality, to another locality where they were given, or to priority area A.
Time-limited operations (defined projects and preferred neighbourhoods, the 2001 and 2003 government instructions, including the Jerusalem new-flat additions) On original terms only within the same project, operation or listed localities; elsewhere only the personal eligibility moves, and the rest on maximum-interest or original terms, whichever is higher.
Olim who combined several eligibilities in one flat To another jointly owned flat, divided under the olim rules, or split so each ports to a flat in their own name, or one ports while the others keep the flat; one or two new eligibilities can be added if the new flat has at least one more room. Olim who used aid on separate flats can combine into one only if it has no fewer rooms than any flat sold, repaying aid above its price.
Combining an old eligibility with a new one Only when the new eligibility is for overcrowding in the housing-improvement programme, initiated evacuations, partial owners, owners in health distress, key-money tenants in distress, owners moving to development towns, or neighbourhood renewal.

Source: directed-aid porting procedure, sections 3.8 to 3.13 and 4, checked 29 October 2026. Most of these programmes are historical; the rules matter if your existing loan came from one of them.

Marriage, divorce and death

An eligibility loan passes from one borrower to another only in these cases:

  • Marriage: part of the loan and the flat can be put in the name of a spouse with a marriage certificate, or of a common-law partner if you have a child together.
  • Divorce: the loan can move to one spouse if it was originally given to both, against a divorce certificate, a judgment dissolving the marriage or a rabbinical court confirmation that the borrower is an agunah. It can go into the name of a child under 18 only with district court approval, if a parent takes on the full repayment and the divorce agreement expressly transfers that share of the flat.
  • Death: the loan passes to heirs under a probate or inheritance order if the heir is the spouse or a child under 18, or is housingless (shown by a valid housingless certificate, or a rejection notice for a single person aged 21 to 29 who did not serve in the IDF). A note is then recorded so that heir cannot later get housingless aid. Heirs can renounce in favour of other heirs named in the order, but renouncing does not make them housingless. In a flat with combined eligibilities, a spouse or minor child takes over unchanged, while other co-owners have the balance converted to a maximum-interest loan after the interministerial committee reviews their last three months of income. Heirs can also port the loan to another flat.

Applying to port, and appeals

Porting is handled by the bank that gave the original loan (two banks can cooperate where eligibilities were combined across banks), on the procedure’s form, with your ID card and its children’s appendix, the purchase contract (or the plan, building permit and construction-stage confirmation), the sale contract or proof a purchase was cancelled, and any earlier committee decisions. The bank orders an appraisal where required and checks the new flat is fit to live in. A written appeal against the bank’s decision goes, through the bank and in two copies of the form, to the interministerial committee for porting directed aid, made up of a Housing Ministry and a Finance Ministry representative; a request based on health also needs recent medical certificates and the opinion of the ministry’s medical adviser, through the ministry district. A committee decision is valid for 1 year from the day it is made, and a rejected request with no new facts can be appealed again only a year after the last hearing.

Discharged-service personal deposit is a separate funding route

The Defence Ministry personal-deposit purchase service allows qualifying deposit funds to be used toward a home or residential building-land purchase. This is not the Housing Ministry eligibility mortgage or a new mortgage supplement. Check your available balance and the rules for your discharge and application dates.

The service requires that the seller has not yet been paid in full. Funds go to the seller or developer rather than reimbursing a completed payment to your own account. It describes a separate trust-account arrangement for an ILA purchase because the payment to the ILA cannot be split. Coordinate the contract, tax-reporting evidence, rights extract and seller or developer payment details with the relevant professionals and the official application instructions. Do not assume a deposit application has extended a contractual payment date.

Legacy mortgage-repayment assistance for seniors

The Housing Ministry senior repayment-assistance service concerns a specified older-loan cohort. It is separate from a new eligibility mortgage and from rent assistance. Age alone does not qualify someone: the published conditions also require a listed benefit category and the relevant historical loan-date, property-value and repayment tests.

The ministry describes automatic identification for qualifying ministry-backed loans, but borrowers with a qualifying bank loan outside that route must apply and supply the requested evidence. Check which category your actual loan belongs to. Prepare the historical and recent bank reports, purchase contract and relevant benefit confirmation requested by the service. Obtain the eligibility and actual calculation before budgeting for assistance; a hotline or an older loan does not by itself prove an award.
