Aliyah alone does not guarantee a loan or a particular loan-to-value ratio. BOI Directive 329 requires documented dwelling classification: 75% for a qualifying single dwelling, 70% for a qualifying replacement, and 50% for investment. The bank also assesses income, valuation and credit.

What mortgage benefits can olim qualify for?

Aliyah alone does not guarantee a loan or a particular loan-to-value ratio. BOI Directive 329 requires documented dwelling classification: 75% for a qualifying single dwelling, 70% for a qualifying replacement, and 50% for investment. The bank also assesses income, valuation and credit.

The two benefits that matter most

1. Confirm the bank’s dwelling classification

2. Check eligibility for purchase-tax relief

Purchase tax on a NIS 3,000,000 apartment, by buyer
Buyer Purchase tax Difference
Non-resident NIS 240,000 —
Israeli resident, sole home ILS 45,538 ILS 194,462 less
Oleh chadash, sole home ≈ NIS 5,100 ≈ NIS 234,900 less

The eligible sole-dwelling oleh route is 0% up to ILS 1,978,745, 0.5% on the next portion up to ILS 6,055,070, and 8% on the remaining portion up to ILS 20,183,565. A home whose full value exceeds that upper limit is outside this relief. The Tax Authority application sets the individual eligibility and timing conditions.

Note the timing implication. Because the window opens one year before aliyah, a purchase made in the year before you make aliyah can still qualify. If you are planning aliyah and buying, the sequencing of the two is worth deliberate thought, and it is a question for a tax adviser rather than a mortgage broker.

The Zakaut eligibility loan

Olim may also qualify for a state-backed eligibility loan (mashkanta Zakaut or halaat zakaut) through the Ministry of Housing, distributed via participating banks including Mizrahi-Tefahot, Leumi, Hapoalim, Discount, Bank of Jerusalem, FIBI and Mercantile. It provides a portion of the mortgage on favourable terms, typically on a fixed CPI-linked track.

An eligibility loan requires a government entitlement certificate. The BOI mortgage guide bases its preferential rate on the published average for CPI-linked housing loans, not the monetary-policy rate. Obtain the actual terms and entitlement from the participating bank.

Two practical points about Zakaut that olim commonly miss:

  • It is not automatic. You need a certificate of eligibility (teudat zakaut) before you approach the bank. Get it early — it takes time and it expires.
  • It is a component, not a whole mortgage. The entitlement covers part of your borrowing. The rest is financed on ordinary commercial terms, and the two sit in one mixed-track mortgage.

Other oleh benefits worth knowing

Benefits that affect an oleh’s property purchase
Benefit What it is Practical note
Purchase tax reduction 0% and 0.5% brackets Once per household, one purchase, one year before to seven years after aliyah
Customs concessions Separate rules Check the goods, dates and status with the Tax Authority before importing.
Zakaut eligibility loan Subsidised portion of the mortgage Requires a teudat zakaut before approaching the bank
Mortgage benefits for olim Some banks reserve pricing concessions for new immigrants Ask explicitly — it is not offered unless you do

Benefits change between years and between government decisions. Verify your specific entitlement with the Ministry of Aliyah and Integration, the Ministry of Housing, and the Israel Tax Authority before you rely on any figure. Nothing here is tax or legal advice.

What does not change when you make aliyah

Aliyah is not a shortcut around the mortgage rules. Three things stay exactly the same.

  1. The repayment-to-income ceiling still applies. Total housing repayments may not exceed 50% of household disposable income, and above 40% the bank must apply a 100% risk weight — which raises your rate. Your foreign income is converted and assessed on the same basis as anyone else’s.
  2. The track-mix rule still applies. At least one third of the mortgage must be at fixed interest, and variable tracks are capped at two-thirds. CPI indexation and interest-rate variability are separate: a fixed-rate CPI-linked track has fixed interest, while principal can change with the index. See the BOI track definitions.
  3. The 30-year term cap still applies. Hard limit, no exceptions.

A realistic sequence for an oleh buying a home

  1. Confirm your aliyah date and status documentation before anything else. Both the purchase tax window and the residency classification for loan-to-value depend on it.
  2. Apply for your teudat zakaut if you may qualify. Do this in parallel with property searching, because it takes time and you want it in hand before you approach a bank.
  3. Establish your borrowing ceiling with a bank. Bring foreign income documentation. Expect the bank to want three years of tax returns.
  4. Ask explicitly about oleh pricing. Banks do not always volunteer concessions for new immigrants.
  5. Budget the full cash requirement, including purchase tax, legal fees, the NIS 360 capped bank application fee, appraisal and insurance. Foreign-resident advisers sometimes add a surcharge; ask before engaging.
  6. Get a pre-appraisal on the address before you sign. Value is the lower of price and appraisal, so an appraisal gap raises your equity requirement in cash.

One structural warning for olim specifically: an oleh buying within the seven-year window who then sells and buys again does not get the oleh purchase tax benefit twice. Plan your first purchase as though it matters, because for tax purposes it does.

Oleh mortgage questions

Do olim get a higher mortgage than non-residents?

Aliyah alone does not guarantee a loan or a particular loan-to-value ratio. BOI Directive 329 requires documented dwelling classification: 75% for a qualifying single dwelling, 70% for a qualifying replacement, and 50% for investment. The bank also assesses income, valuation and credit.

How much purchase tax does an oleh pay in Israel?

The eligible sole-dwelling oleh route is 0% up to ILS 1,978,745, 0.5% on the next portion up to ILS 6,055,070, and 8% on the remaining portion up to ILS 20,183,565. A home whose full value exceeds that upper limit is outside this relief. The Tax Authority application sets the individual eligibility and timing conditions.

What is mashkanta Zakaut?

An eligibility loan requires a government entitlement certificate. The BOI mortgage guide bases its preferential rate on the published average for CPI-linked housing loans, not the monetary-policy rate. Obtain the actual terms and entitlement from the participating bank.

Can I buy before I make aliyah and still get the oleh tax rate?

Possibly. The benefit window opens one year before your aliyah date, so a purchase in that year can qualify. The sequencing of purchase and aliyah is worth deliberate planning with a tax adviser, because both the eligibility window and your residency classification depend on dates.

Do I need Israeli income to get a mortgage as an oleh?

A bank may assess documented foreign income. Approval and the documents accepted depend on the lender and borrower; obtain a written checklist.

How long does an oleh mortgage take?

There is no verified universal completion time. Obtain a schedule for the actual document, valuation and registration steps.
