On move-in and move-out day, photograph the meters, test the keys and make a shared condition record. These records help establish what was supplied, what changed, what was paid and when possession was returned. They support a deposit claim or defence, but they do not guarantee repayment or make every later dispute disappear. The routine below covers both ends of the tenancy: a clear baseline when you arrive and a dated record when you leave.
It fits under how to rent in Israel, and it pairs with the listings on apartments for rent. The focus here is the handover ritual that builds the evidence pack. For what the landlord is legally allowed to subtract from that pack, and what to do if they stall, see the rental security deposit page.
The signed handover record both sides keep
A protokol mesira is a practical handover record: condition, meter readings, keys, appliances and existing defects, with dated photographs attached and copies for both sides. Ask both parties to sign and record any disagreement. A missing signature does not by itself settle a dispute; preserve the original files, messages and other evidence of delivery and condition.
The move-in and move-out records work together: the first records the baseline, and the second helps show what changed. Keep both, including disagreements and any evidence of repairs during the tenancy.
Move-in day, in the order it actually happens
Photograph the meters first. Record electricity, water and metered gas readings before new usage starts, together with the handover date. They help the provider and both tenants allocate consumption. Keep the transfer confirmation too: a photograph alone is not an account transfer or a guarantee against billing errors.
Test and count the keys. Try the apartment door, building entrance, mailbox, mamad door, storage room and each parking remote or gate fob. Record how many of each you receive and any defect. Discovering a problem on one date does not automatically decide who caused it; documenting it promptly helps establish the facts.
Then the condition sweep. Photograph every room at a real density. The working standard is roughly six photos per room: walls, floor, ceiling, window frames, and any surface or fixture that could later be called damage. Open cabinets and the oven, run the taps, flush the toilets, switch on every light. Log each supplied appliance by make and condition against the inventory list in the lease, because that same list governs what you must return.
Sign and exchange the record. Date the same protocol, note disagreements and send each other the photographs and inventory. Preserve the message timestamps and original files. A shared record is stronger evidence than memory, although its accuracy can still be disputed.
Move-in utilities: a practical sequence
Use the sequence below to collect readings and account details at handover. Confirm the provider’s current contact channels and hours before relying on phone access, especially on a Friday or holiday. A meter photograph records evidence; it does not itself complete an account transfer.
On a phone, swipe the table to see all columns.
| Step (do in this order) | What it needs from earlier steps | Where to check or apply |
|---|---|---|
| 1. Photograph all meters | Nothing. This is first. | Record the readings and handover time as close to the change of possession as possible. |
| 2. Gather account details, including the electricity contract number (mispar chozeh) if available | Ask the landlord or outgoing holder for the relevant details. | Ask the provider what to do if an account or meter number is unavailable. |
| 3. Request the electricity account-holder change | Keep the reading, contract details and identification ready; ask what else is needed. | Contact IEC on 103 or the relevant supplier. Check the current channels, service hours, documents and any charge. |
| 4. Request the water account-holder change | Keep the reading and lease details; the local supplier specifies the required documents. | Ask the local water supplier for its process, expected timing and confirmation. |
| 5. File arnona change-of-holder (shinui machzik) | Check the municipality’s notice, identification and lease requirements. | File promptly, retain confirmation and check the municipality’s evidence, effective-date and any fee rules. |
| 6. Confirm gas and vaad bayit | Record a gas reading if metered; ask the landlord which arrangements apply. | Ask the gas supplier about the account or cylinder arrangements and ask the committee or manager how building fees are collected. |
Check each provider’s current service hours, application requirements and expected timing before handover. Record the meter at handover, then keep the application and transfer confirmation. The photograph helps allocate usage, but it is not a statutory filing deadline or a substitute for the provider’s process.
Putting each utility into your name
Arnona is the municipal property tax. File the change-of-holder notice promptly and keep confirmation. The liable holder, treatment of a lease shorter than one year, evidence requirements and effective registration date need the applicable municipal rules; do not assume a single nationwide retroactivity rule. Distinguish the named account holder from disputed liability for an earlier period. For example, Tel Aviv-Yafo’s guidance asks an incoming tenant for a complete signed lease of at least one year and directs non-Israeli citizens to its service centre; check any applicable exceptions and your own municipality’s current procedure. See the arnona tax for practical guidance.
Electricity. Identify the account and the supplier. The IEC customer-change form asks for the contract number, incoming and outgoing customer details, meter reading and change date, and a lease or sale agreement; the form also notes a charge. Ask IEC or the relevant supplier which documents, channels and current charges apply, and keep the confirmation and final bill. Choosing an alternative supplier is a separate step: ask the chosen supplier when its plan will take effect. The set up utilities page explains how to compare the arrangements.
Water. Ask the local water supplier how to report the outgoing and incoming account holders, which documents it needs, and when the change will be confirmed. For example, Mei Avivim says its customers must notify it separately from the municipality. It asks for the applicable documents and notes that, if a meter reading is not supplied on the form, consumption is allocated by days of occupancy. Keep the reading, application and confirmation; other suppliers may use different procedures.
Gas. Ask the landlord and gas supplier whether the property uses individual cylinders or a shared system, and what account, delivery and payment arrangements apply. If gas is metered, record the meter number and handover reading and check the supplier’s process. The utilities guide covers gas arrangements in more detail.
Vaad bayit is the building committee fee. Ask the landlord, committee or building manager who collects it and how payments and any outstanding charges are documented. What the fee covers and how it is set lives on the vaad bayit fees page.

The photo and video protocol, done so it holds up
Keep still photographs and a slow video walkthrough, with original files and dated exchanges. In Eretz Hemdah–Gazit case 83012, decided 27 April 2023, a video and affidavit supported the finding that the apartment was adequately clean. That was a private religious-arbitration decision on its lease and evidence, not a universal small-claims-court rule.
Record each meter and reading, the keys tested, supplied appliances and visible cracks, stains or worn surfaces. Describe pre-existing conditions accurately and send the record promptly. A recording helps challenge an allegation about when damage occurred; it does not make a later claim legally impossible. A missing photograph likewise does not automatically make the tenant liable.
Move-out: notice, cleaning, and the painting trap
Identify which notice rule you are using. Section 19, as amended, uses reasonable advance notice where no term was agreed or the parties continued after expiry without fixing a new term; it does not impose a universal 60-day minimum. In a covered lease, exercising a tenant’s extension option requires notice no later than 60 days before expiry; a landlord exercising a landlord-held option gives 90 days and must follow pre-agreed extension terms. A contractual no-cause break clause is a different rule: landlord cancellation requires a reciprocal tenant right, with statutory notice minima of 90 days for the landlord and 60 for the tenant, subject to the applicable protections. Check your actual clause and the residential-rental scope and exceptions. See rent increase and renewal and the early exit clause.
Read the return-condition clause and document the actual condition. Empty the apartment, clean it and compare it with the move-in record, allowing for the relevant wear-and-tear standard. In case 83012 the tribunal rejected the additional professional-cleaning claim on the wording and evidence before it. That result does not set one compulsory cleaning checklist for every lease.
Check the basis of a painting demand. In case 83012 the tribunal rejected a NIS 7,722 painting claim: there was no express repainting obligation, and its interpretation of the return-condition clause did not require repainting after ordinary wear. A different painting clause, tenant-caused damage or evidence can change the analysis. Ask what obligation was breached and how the proposed deduction was calculated.
Garden duties need the same attention. That tribunal allowed NIS 819 for garden cleaning under the specific lease and evidence about an ambiguous waiver. It was not a general tariff or an automatic charge for every garden. Compare your duties with the rental repair responsibility guidance.
Score your deposit evidence pack out of 100
For a covered lease that has ended, the security-return deadline is the later of 60 days after possession is returned and settlement of the qualifying tenant debts. It is a statutory rule, with the residential-rental scope and exceptions; later debt settlement does not start a fresh 60 days. The 100-point checklist below is our own completeness aid. Its weights help organise records; they were not measured from court outcomes and do not predict whether a claim will succeed.
On a phone, swipe the table to see all columns.
| Evidence item | Points | What this record helps establish |
|---|---|---|
| Signed handover protocol from move-in (protokol mesira), held by both sides | 25 | Records the agreed baseline and any dispute about condition. Other evidence may still matter if this document is incomplete. |
| Dated move-in photos, roughly six per room | 20 | Shows visible starting condition and helps compare later damage allegations; the score is our editorial weighting. |
| Move-out video walkthrough, timestamped | 15 | Records final condition continuously; the cited arbitration considered a video together with an affidavit and the lease. |
| All meter readings photographed at both move-in and move-out | 15 | Helps allocate consumption and reconcile final bills alongside provider records and transfer confirmations. |
| Key inventory, every key tested and returned, count recorded | 10 | Records which keys were supplied, tested and returned; a proposed charge still needs a valid obligation, evidence and amount. |
| Written proof you gave notice on time (email or message with a date) | 10 | Records what notice was sent, when and by which agreed channel; the applicable clause and notice rule still determine its effect. |
| Signed move-out protocol confirming keys were returned on the end date | 5 | Helps establish return of possession and the relevant security-return date. Keys alone do not automatically cancel a holdover charge. |
Use the bands only to organise work: 85–100 means most of this checklist is assembled; 60–84 means several items need attention; below 60 means substantial gaps remain. No band predicts a hearing result, repayment or the landlord’s behaviour. The weights sum to 100 (25 + 20 + 15 + 15 + 10 + 10 + 5). In the cited arbitration, NIS 7,000 was the held deposit, not the landlord’s total claim; the tribunal allowed NIS 1,787 and ordered the NIS 5,213 balance returned within 35 days. That case-specific order does not replace the statutory return rule.
The handover pack for reconciling your deposit
Keep the move-in protocol, both sets of photographs and meter readings, move-out video, key list, notices, receipts and signed move-out protocol in one folder. Record when the apartment was actually returned vacant, which landlord-owned items remained, and when keys were delivered or access was accepted. Section 20 concerns return of the premises, not only the physical key. Keep separate records of any remaining qualifying debt and its settlement.
An ordinary sign of wear does not automatically establish a tenant-responsible defect. For a covered lease, compare each deduction with the statutory ground, evidence, permitted amount and prior-notice requirement. The rental security deposit explains that assessment. If the balance remains withheld after the applicable deadline, follow deposit not returned.
Avoiding an accidental holdover
Case 83012 illustrates why the facts matter. The lease specified NIS 800 per day for delayed vacant possession, but the landlord had taken the keys and controlled access. On that particular clause and situation, the tribunal declined the daily penalty and allowed four days of ordinary rent for belongings left behind. From monthly rent of NIS 7,500 and 31 days in August, it used a rounded daily NIS 241.94: 4 × 241.94 = NIS 967.76, rounded to NIS 968. It does not establish that returning keys always defeats a contractual charge.
Arrange a clear vacant-possession date, remove your belongings, reconcile meters and record key delivery. If there is a grace period, put its start, end, charges and conditions in writing. Whether an overstay activates a penalty, whether that penalty is enforceable and what loss is recoverable depend on the contract and law. The case above does not create a nationwide rule that one extra hour voids every grace period or that only ordinary rent can ever be recovered.
A 10-minute check before you sign anything at handover
- Are all the meter photos taken and time-stamped before any usage starts (move-in) or ends (move-out)?
- Did you test every key in its lock, not just count them?
- Does the protocol you are about to sign match what you actually see, with existing defects written in?
- Did you get the other side to sign the same document and did you exchange copies?
- At move-out, does a painting or cleaning deduction identify the actual lease obligation, tenant-responsible condition, evidence and reasonable calculation?
- At move-out: is the return-of-keys line signed and dated?
Four handover terms worth knowing
- Protokol mesira: the signed handover record listing condition, meters, keys, and appliances, used at both move-in and move-out.
- Shinui machzik: a notice to the municipality of a change of holder. Registration and liability depend on the applicable rules and circumstances.
- Mispar chozeh: the electricity contract number. IEC’s customer-change form asks for it; ask the provider what to do if it is unavailable.
- Holdover: failing to return vacant possession when required. The charge depends on the agreement, applicable law and facts; key delivery alone does not settle it.
Questions renters actually ask at the doorway
I move in on a Friday afternoon and the electric company line is closed. What do I do?
Photograph the meter at handover and record the date, then use an available official online or messaging channel or the next phone-service period. Check the current channel and hours, and retain the transfer confirmation. The photograph is evidence of the reading, not the account transfer itself.
The landlord wants me to repaint before I leave. Do I have to?
Check the actual painting clause, the original condition and whether there is tenant-responsible damage. In the cited private arbitration, the NIS 7,722 claim failed on that lease and evidence. That decision is useful context, not a universal exemption whenever the word “paint” is absent.
Do I have to professionally deep-clean the apartment?
Check the lease’s return standard and the actual condition. The cited private arbitration found general cleanliness sufficient on its facts and rejected the additional cleaning charge. It does not determine every lease’s cleaning duty or every damage claim.
The landlord is holding my deposit over claimed damage. How long can they keep it?
For a covered lease that has ended, unused security and its proceeds are due by the later of 60 days after return of possession and settlement of qualifying tenant debts. The landlord must use a lawful realisation ground, respect its amount limit, and provide reasonable prior notice and an opportunity to cure. See the rental security deposit for the scope and recovery steps.
I stayed three extra days. Can they charge me the 800 shekels a day in the lease?
A contractual daily charge cannot be assessed solely from whether the keys were delivered. Check vacant possession, any belongings left behind, access, the exact clause and any agreed extension. Case 83012 rejected an NIS 800 daily penalty in its particular circumstances and substituted a specific ordinary-rent amount; it does not automatically decide your case.
What if I rented through an agent or am renting from abroad?
The handover ritual is identical, but coordinate the meter photos and the signed protocol with whoever holds the keys on your behalf. See renting remotely from abroad for the proxy arrangements, and foreign renter guarantees for the security side.

Start your handover folder with meter photos
Before handover day, open one folder on your phone and label it with the apartment address. The moment you have keys (or are about to give them back), the first thing into that folder is a timestamped photo of every meter. Everything else on this page builds outward from that one photo. If you want the full path from search to signed lease, start at how to rent in Israel; if you are still choosing a place, the room-by-room walk-through is on the apartment viewing checklist.
