Rental assistance for olim is a group of housing programmes with different status-date, household and service rules. The ordinary scheme for people who received oleh status from 1 March 2024 pays from status month 7 through month 30: 24 monthly payments, subject to eligibility. Earlier olim, qualifying service members, Naaleh graduates and seniors have separate provisions. Start with the correct programme before putting an amount into your housing budget. [1] [5]

Programme information updated 27 October 2026 by Semerenko Group. This page explains the published programme rules and their limits; the relevant ministries determine individual eligibility and awards.

Who the ordinary programme covers

The current published programme names Olim, Ezrachim Olim and Ktinim Chozrim. It requires the applicable housing status and excludes current public-housing residents. The Housing Ministry guide also requires an immigration certificate in the recipient’s name, completion of the absorption-basket payments, its defined housingless status, and permanent residence in Israel; its general exclusion also names golden-age housing and hostels. Those conditions are not replaced by a brokerage assessment, a signed lease or an estimate of your income. [1] [3]

For the ordinary current route, the Ministry of Construction and Housing deposits the assistance automatically after the authorities check the conditions. The published route does not require an ordinary application, an income test or presentation of a rental lease. Applications for a higher amount, a senior route or a changed household can follow different procedures. [1] [7]

Choose the status-date cohort first

Use the programme’s recorded date of receiving oleh status. If arrival, recognition and document dates differ, ask the ministry which date controls your file. The Housing Ministry describes its clock by receipt of status; the bilingual summary also uses aliyah wording in parts of the explanation. Do not silently substitute a later move-in date. [4] [5]

Status-date cohorts

The ordinary payment timeline

7First ordinary status month
24Ordinary monthly payments
30Last ordinary status month

The interval includes both its first and last month. It is not a promise of thirty payments starting in month seven. A person’s payments still depend on continuing eligibility, and a special service or Naaleh route may use a different timeline. Check actual bank receipts and report missing or interrupted payments through the official service centre. [3] [5]

Geographic additions depend on status date and residence

The current bilingual programme gives three geographic cases. These are eligibility cohorts, not a ranking of places to live. Check the locality against the applicable official designation and your recorded address before counting an addition. The Housing Ministry says the locality addition follows the identity-document annex and requires both spouses’ residential addresses to match. [1] [2] [5]

Geographic eligibility
Status-date cohort Published geographic scope Applicable table
1 March 2024–31 March 2025 Localities designated as national-priority areas, or in the defined Negev and Galilee regions General geographic addition
From 1 April 2025 Localities in Interior Ministry districts North, Haifa, South, and Judea and Samaria General geographic addition
1 April 2025–31 December 2025, with residence in Beit Shemesh The separately stated Beit Shemesh cohort Beit Shemesh addition

No double geographic assistance. Do not add the general geographic supplement to the Beit Shemesh alternative. The Beit Shemesh end date identifies which status dates enter that cohort; it is not a statement that every qualifying recipient’s payments stopped on that date. [1] [2]

Current ordinary household amounts

The following monthly amounts are the published base and general geographic figures for the current scheme. The total includes the base; it is not another payment to add to it. Individual classification and the geographic conditions still need to be met. Rates checked 2026-10-27. [1] [2]

Ordinary monthly amounts
Household category Base (₪/month) General geographic addition (₪/month) Total with that addition (₪/month)
Individual 363 973 1,336
Family 659 1,341 2,000
Single-parent family 739 1,500 2,239

The separate Beit Shemesh amounts

Use this table only after confirming the Beit Shemesh status-date and residence conditions above. These totals include the same current-scheme base amounts. A Beit Shemesh address by itself does not establish eligibility for every arrival cohort. [1] [2]

On a small screen, scroll the table sideways to see every column.

Beit Shemesh amounts
Household category Base (₪/month) Beit Shemesh addition (₪/month) Total (₪/month)
Individual 363 637 1,000
Family 659 841 1,500
Single-parent family 739 1,261 2,000

The ordinary legacy schedule

For status received on or before 29 February 2024, the ordinary programme begins in status month 8 and runs through month 60, the end of year five. The specified single-parent route continues through month 72, the end of year six. The monthly rate varies by household and status-month band. General eligibility and special routes still apply. [4]

Legacy monthly amounts

Couple, with or without children 402 800 600 400 99 Not listed
Single-parent family 402 800 600 400 223 134

All amounts in this legacy table are ₪ per month. “Not listed” means the ministry lists no ordinary amount in that cell. It is not a zero award and does not decide eligibility under a separate route. The legacy table also contains a qualified mixed-status household row; see mixed-status households before using an individual amount for a couple.

Military and national-civil service routes

Service payments and post-service extensions have their own cohort and recognition conditions. A special service amount replaces the ordinary support specified by that route. It is not an extra amount to stack on top of the ordinary base and locality addition. [4] [5]

On a small screen, scroll the table sideways to read the conditions.

Service assistance routes
Route Published monthly amount Conditions that matter
Legacy recognized lone service ₪402 Status in the legacy cohort; a single immigrant in compulsory IDF or national-civil service, enlisted before 60 status months, with the required recognition by both the IDF and the Aliyah and Integration Ministry. This rate applies to the recognised lone-service category.
Current qualifying service ₪500 Compulsory IDF or national-civil service beginning before 30 status months have passed; the published active-service assistance period is capped at 36 months.
Current recognized lone service ₪750 The required lone-service recognition applies. This replaces the current base and locality amounts.
Current recognized family-payment service ₪750 The specifically recognized Tashmash family-payments category, confirmed by the IDF and the Aliyah and Integration Ministry; having family expenses alone is not the definition.

Legacy post-service extension: qualifying recipients who enlisted before the legacy boundary receive an additional period equal to their complete service months, capped at 36 months, at ₪400 per month. If release is before status month 60, the ordinary individual schedule runs first through that month; the extension follows. The guide says qualifying former compulsory-IDF recipients receive it without an application, while national-civil-service recipients contact the ministry centre. [4]

Current post-service extension: the extra period follows complete service months, capped at 36 months, using the amount from the final service month. If release is before status month 30, ordinary individual assistance runs first through that month and the extension follows. National-civil-service recipients must contact the centre. Do not assume an uninterrupted special rate immediately after every early release. [5]

Naaleh graduate routes

Under the current Naaleh route, assistance starts in status month 1 and lasts 30 months, with the amount determined by the applicable residence and household rules. Graduates who enter qualifying compulsory IDF or national-civil service within the stated service-entry window move to that service route. [1] [2]

The legacy chapter separately gives Naaleh graduates a start in status month 1, using the amount otherwise available from ordinary month eight. Confirm the legacy award’s duration under that route; do not assume the newer Naaleh period applies. [4]

Senior, higher-amount and other special routes

Senior olim: the ministry allows eligible seniors to choose the more beneficial applicable date-based or senior route. Joining the senior route is possible only after 6 months from status. Its chapter distinguishes living with relatives from living without them and describes possible eligibility even where a relative owns the home; a higher award for open-market renting without a relative has its own application. The award’s amount, duration and continuing eligibility depend on the senior route. Confirm them with the ministry before budgeting; do not treat assistance as an unconditional lifetime award. [6]

Applications for a higher amount: the published general waiting period is 12 status months in the legacy scheme and 6 in the current scheme. The applicant rents from someone outside the family and meets a listed qualifying condition, such as the specified income-support, disability-benefit, earnings-capacity/income-test or public-housing-approval route. For the specifically approved public-housing category, the published application starts are month 8 under the legacy scheme and month 7 under the current scheme. This is different from already residing in public housing. Use the linked official application service to check the precise condition and documents. A higher amount is not automatically an extended duration. [4] [5]

The legacy recognised-group supplement: the legacy chapter lists an automatic 10% addition for three specified groups of olim in need: recipients of the Holocaust Survivors’ Rights Authority allowance as disabled veterans of the war against the Nazis with disability up to 49%; recipients of the Defence Ministry allowance as World War II veterans; and recognised Chernobyl liquidators. Eligibility depends on those allowance and recognition conditions. This is not a general age or disability supplement. The current-scheme chapter splits the disability wording across bullets, so its scope should be confirmed before applying it to another group or calculating an addition to a geographic total. [4] [5]

Absorption-centre cases: the ordinary chapters point to separate arrangements for Ethiopian olim staying in absorption centres. Other absorption-centre and ulpan arrangements may require different eligibility checks and departure documents. Ask the ministry for the programme that applies to the actual accommodation and household. [4] [5]

Property rights and the housingless definition

The linked general rent-and-mortgage definition looks back 10 years before the assistance application, not before aliyah. It examines the residential rights of each family member, including partial interests and dwellings under construction. Its list goes beyond registered ownership: it includes specified leasehold and protected-tenancy rights, rights arising through contract, inheritance, gift or trust, and specified agricultural or settlement permission rights. The inheritance wording also addresses renunciation of an estate. [9]

The same definition contains exceptions and additional conditions. These include specified purchase situations with unpaid consideration, a qualified former-interest provision for a single parent, returned public housing, residual sale-proceeds provisions, and rules about prior government housing assistance with stated exclusions. Do not turn the general definition into a claim that every past interest permanently ends every programme. [9]

Before buying an off-plan or existing home: ask the ministry how the rights you will acquire affect your particular rental-assistance route. Obtain confirmation of eligibility, the remaining payment period, any stopping date and the required documents under your actual rental-assistance route. A purchase exception in the combined rent/mortgage definition is not automatic approval for an extension. Continuing to rent while a new home is built is not by itself the complete published test. Confirm the outcome before adding future assistance to a purchase budget.

Mixed-status households need a category check

The bilingual programme has a material wording difference: its English table labels the extra individual-row category as an oleh whose spouse is a “senior citizen”; the Hebrew table uses ותיק/ה, a veteran-spouse label. Do not infer an age test from that translation. The Housing Ministry tables separately describe a qualified row where one spouse is not an oleh and there are no children or the children were born in Israel. The household and child-related qualifiers matter. [1] [2] [4] [5]

Ask the ministry to confirm the household category, each spouse’s status and relevant dates, and the effect of previous assistance. Ask how each spouse’s timetable applies and whether previous assistance affects the remaining entitlement; do not assume either a fresh full period or automatic loss of the benefit. The ordinary tables above therefore label the unambiguous individual, family and single-parent categories without making a decision for a mixed-status couple.

Bank details and payment records

The ordinary transfer uses the account recorded for the absorption basket. Monitor the deposits. For a bank change, use the Housing Ministry’s current personal-details update form and its required account evidence, such as a cancelled cheque or bank-issued account record. The guide requires a joint account for the stated couple-of-olim category; do not expand that sentence to every mixed-status household without checking its route. [3]

Keep a dated record of your programme, status date, household category, registered address, account update, expected payment period and actual receipts. Send personal documents only through the official channel specified for your case. A brokerage inquiry form is not a ministry benefit application.

Marriage, divorce and widowhood

The guide says a personal-status change automatically stops payment while eligibility is reassessed. For the published marriage route, update the Teudat Oleh through the Aliyah and Integration Ministry and send the specified updated family information and bank evidence to the Housing Ministry service centre. Marriage involving a temporary resident, tourist or A/5 status has an express instruction to contact that centre. This is not a universal instruction for both spouses to attend a company branch and pay a file-opening fee. [7]

After divorce, the guide calls for the immigrant spouse’s separate updated certificate, including the relevant children, and account evidence. For an immigrant widow or widower, it describes continuation to the end of the applicable eligibility period as an individual or single parent, as appropriate. Confirm the revised classification and payment record rather than assuming the old family amount continues unchanged. [7]

Travel abroad: official wording that needs confirmation

The general chapter describes annual absence limits: 60 days for seniority-based recipients, and 72 days with no more than four departures for seniors. The separate travel chapter says an absence of up to 60 consecutive days does not remove entitlement. Those passages do not, by themselves, resolve how annual totals, consecutive trips and the senior route interact. Two calendar months are also not always sixty days. [3] [8]

Before a trip or a sequence of trips, ask the centre which rule applies to your programme and how to report the dates. The travel chapter instructs recipients returning after a prolonged stay to notify the centre so payments can continue. Also confirm whether the absence affects your remaining entitlement period and whether any missed payments can be paid retrospectively; do not assume one extension rule or retroactive-payment cap applies to every route. Keep the official response with your payment record.

A dated comparison for your housing budget

This fixed illustration uses the ordinary amounts checked on 27 October 2026 and assumes all 24 ordinary payments are payable in the stated household and geographic category. It compares the base with the total including the general geographic addition. It is not an individual senior award, a guaranteed total, a Beit Shemesh calculation or a recommendation to relocate. A move can also change rent, travel, services and household costs.

Official help, applications and office visits

The Housing Ministry’s published olim service centre lists *8583, extension 3, Sunday–Thursday, 08:30–16:00; email ksd@moch.gov.il; fax 077-6036790. Check the current official guide and linked forms before sending documents or travelling to an office. Contact record checked 2026-10-27. [3]

The ordinary current route is automatic subject to eligibility checks. If you need a separate application or a change to your file, ask the ministry centre which service handles it and confirm the current provider, documents and appointment before visiting an office. Check any fee, payment method, deadline and retroactive-payment period for your specific case; do not assume a cash fee or a three-month limit applies to every route.

Common questions

Do I have to apply for ordinary rental assistance?

The current ordinary programme describes automatic payment after the ministries check the conditions, without an ordinary application, income test or rental-lease presentation. A higher-amount application, senior route, bank update or changed household may require separate action. Check deposits and use the current ministry service centre if payment is missing.

Does month 7 through month 30 mean thirty payments?

No. The ordinary current interval contains 24 monthly payments, starting in status month 7 and ending in month 30, subject to eligibility. Naaleh and qualifying service routes have different provisions. Do not multiply an ordinary monthly rate by thirty merely because the last ordinary month is month thirty.

Does every oleh in Beit Shemesh get the same geographic addition?

No. The separately published Beit Shemesh table is tied to status received from 1 April 2025 through 31 December 2025 and residence there. Earlier and later status cohorts must be checked against their applicable rules. The general geographic addition and the Beit Shemesh alternative are not cumulative.

Is a spouse called a senior citizen in the English table necessarily in an age-based category?

Do not make that assumption. The corresponding Hebrew table uses a veteran-spouse label, and the Housing Ministry’s qualified mixed-status row also includes child-related conditions. Ask the ministry to confirm the household category and each spouse’s status dates; this page does not resolve an individual case from the translation.

Can rental assistance continue after an off-plan purchase?

The housingless definition contains qualified purchase exceptions, but continued rental assistance after an off-plan purchase needs programme-specific approval. Continuing to rent is not the whole test. Confirm eligibility, remaining payments and the required documents with the ministry before budgeting assistance after a purchase.

Is senior rental assistance guaranteed for life?

Senior assistance depends on the applicable route and its housing, application and continuing conditions. Eligible seniors may choose the more beneficial applicable programme. Confirm the individual award and duration; do not budget an unconditional lifetime payment or treat an ordinary household-table amount as a guaranteed pensioner award.

Can I use a single sixty-day travel rule for every recipient?

The general chapter uses annual limits and distinguishes senior recipients, while the separate travel chapter refers to sixty consecutive days. Ask the ministry how those rules apply together to your route and trip dates, and notify the centre on return after a prolonged stay as the travel chapter directs.

What should I do after changing my bank account or marital status?

Use the current official bank-update form and account evidence for an account change. For a personal-status change, the guide describes payment stopping pending reassessment and requires the applicable updated immigration and bank records. Ask the ministry which route applies rather than relying on an older branch checklist, fee or retroactivity promise.
