“Chasar dira” (חסר דירה) means “housingless” under an Israeli government housing programme, but it does not have one universal ownership test. The answer depends on which programme you apply to, your household’s current and past rights, and the certificate the receiving body requires. For the Dira BeHanacha discounted-home lottery, the Israel Land Council uses a lookback of 3 years and an aggregate ownership threshold of more than one third of a dwelling. State rental assistance and eligibility mortgages use a different, generally longer lookback of 10 years and additional conditions. Public housing has its own rules, and a stand-alone “housingless” certificate is a separate service. Being a renter or a first-time buyer does not, by itself, establish eligibility.
First choose the programme, not the label
| What you need | Ownership test to investigate | Document or process |
|---|---|---|
| Discounted-home purchase (Dira BeHanacha / Mechir Matara) | The Land Council’s generally applicable 3 years lookback; more than one third of dwelling rights in aggregate can disqualify, alongside land and household conditions | Programme eligibility certificate from the purchase programme, then lottery registration |
| State assistance with rent or a subsidised eligibility mortgage | Usually no qualifying apartment rights during the preceding 10 years; the forms of rights, previous government housing aid and limited exceptions matter | Housing Ministry programme’s eligibility assessment, not a discount-lottery certificate |
| Public housing | A separate public-housing definition and need criteria; the 12 months period without public-housing tenancy is one additional condition of its housingless test | Application and eligibility through the Ministry of Construction and Housing under procedure 08/05 |
| Other agencies requiring proof of housingless status | The certificate’s own criteria plus the receiving programme’s rules | The Ministry’s stand-alone housingless certificate |

A housingless certificate does not mean you are homeless in the everyday sense. It does not guarantee a subsidised apartment, public housing, a loan or rent support. Each programme checks further conditions, and a bank makes its own lending decision.
Dira BeHanacha: the three-year and one-third test
For the discounted-purchase programme, the Israel Land Council’s definition focuses on the household’s rights during the 3 years years before eligibility is issued and the sale contract is signed. It aggregates ownership interests above one third of a dwelling. The household can include spouses and unmarried children under 21 years who live with and are dependent on them. Rights may arise from ownership, long lease, a purchase contract, gift, trust or inheritance. A qualifying interest in residential land or planned construction can also matter even if you do not live in a completed apartment.
Examples for screening, not eligibility rulings: someone who owns one quarter of one flat may fall below the programme’s one-third property-right threshold, but must still check other land and household rights. If two qualifying interests aggregate above one third, looking at them one by one will mislead you. Someone who sold their last apartment four years ago may satisfy this programme’s historical test but still fail a separate ten-year aid test. A family member’s rights can affect the household application.
The initial lotteries are reserved for the housingless category under the programme. Housing upgraders (משפרי דיור, meshaprei diur) are generally limited to subsequent lotteries designated for them. Eligibility is not the same as winning a lottery, and a lottery win is not permission to disregard the programme’s rules before signing.
Rent assistance and the subsidised state mortgage
Government rent assistance and the Housing Ministry’s eligibility mortgage are not identical to a bank’s standard home loan or the Dira BeHanacha lottery. The housingless test normally looks back 10 years and examines a wider range of current and prior rights, sometimes regardless of how small the registered share appears. Prior government loans or housing grants, public housing received and rights in a property under construction can affect eligibility. There are specified exclusions and exceptions, so this is not a rule that every past gift or sale bars everyone for ten years.
The government has special timing treatment in some applications for a resale apartment purchased but not fully paid for, or a new apartment still being bought from a developer. Those conditions are narrower than simply having signed a contract recently. If you are already under contract, bring its date, price, payments made and delivery status to the appropriate registration company rather than guessing from the lottery rules.
Read our rent-assistance eligibility guide for income and household criteria and our Housing Ministry eligibility mortgage guide for the points, rates, certificate and bank process. Qualifying as housingless satisfies only one part of those programmes.
Public housing is a separate decision
Public housing (דיור ציבורי, diur tziburi) uses its own application rules and usually requires a much broader assessment of household need. The Ministry’s procedure 08/05 separately addresses prior property rights, prior public housing and family circumstances. It does not mean every applicant who meets the discounted-lottery ownership test qualifies for an available public-housing apartment.
For example, the public-housing procedure refers to not having occupied a public-housing flat during the previous 12 months, subject to its actual exceptions, as well as qualifying dwelling-right and household criteria. The ministry also uses special rules for single parents and relevant disability situations. Read our public housing guide and confirm the currently effective procedure, rather than carrying a lottery certificate into a different programme and assuming it is sufficient.
The stand-alone housingless certificate and its separate fees
The Ministry of Construction and Housing issues a separate certificate of housingless status (אישור חסר דירה, ishur chasar dira) to qualifying Israeli citizens for applications handled by other bodies. Its official service names the Defense Ministry Rehabilitation Division, the Ministry of Aliyah and Integration for olim public-housing occupancy, local-government affordable and rental projects, and Israel Land Authority tenders. This certificate documents the relevant status; it does not itself grant benefits from those agencies.

For the stand-alone certificate, the official service gives the registration company up to 10 working days to review and issue the document, after the required process and payment. Processing that depends on other records may still need follow-up. The discounted-purchase certificate has its own processing rules; do not mix the two services’ fees or purposes.
How to apply for the correct certificate
- Confirm the receiving programme. Ask the agency whether it needs the stand-alone “chasar dira” certificate, the Dira BeHanacha eligibility certificate, or a different assistance decision. Use the exact service the agency names.
- List the relevant household members. Gather identity details, current marital status and any documentation about children living with you. Divorce, a pending marriage, a shared household and a previous move can require additional records.
- Disclose all relevant rights. Include every existing or former apartment, fractional share, inheritance, land right and property under construction. Find the contract dates and Land Registry or other rights documents. An unregistered right is not automatically invisible to the eligibility rules.
- Use the official application route. For the stand-alone certificate, sign in through the national identification system, fill in the online form, choose a government-authorised registration company and submit. The Ministry also allows application through a registration company. A saved online form is not a submitted application.
- Complete the payment and document request. The chosen registration company contacts online applicants to arrange payment. At a company office it is handled during filing. Provide the relevant confirmations before treating the application as complete.
- Read the certificate’s scope. Verify the names, programme and validity. Deliver it to the receiving agency and follow that agency’s separate benefit decision.
The discounted-purchase programme follows its own certificate application and lottery registration. That application is often delayed if apartment ownership, inheritance or tax-office records are unsettled. Apply with enough lead time for corrections, and do not commit money in reliance on a certificate you do not yet have.
What can cause a refusal or delayed decision?
- Fractional ownership is hidden or misunderstood: check the entire household and the programme’s aggregation rule before assuming a minor inherited share is immaterial.
- Old rights still appear in public records: a sale or transfer may require updated registry and tax information to establish when the relevant rights ended.
- The wrong certificate was requested: the standard certificate for another agency is not necessarily the same as discounted-home purchase eligibility.
- An exception is assumed: situations involving a divorce, a prior public-housing tenancy, a purchase not fully paid for, or a sale with limited proceeds can have additional rules and documentary conditions.
- Household status has changed: marriage, separation, children moving in or out, or property acquired during the process can change eligibility and must be reported when required.
For public housing and some forms of rent assistance there are review and exceptions routes, but their thresholds and criteria are programme-specific. A discretionary committee is not an entitlement and an old scoring table is not a reliable current fee or eligibility result. The Housing Ministry rent-assistance guidance explains the relevant appeal route.
Before buying: three checks that prevent wrong assumptions
One: choose the programme first. Two: calculate the actual household’s past and present rights under that programme’s definition. Three: confirm the intended document, its current fee and all remaining eligibility requirements with the responsible agency. Do not confuse an ownership classification with a discount, a mortgage approval or a unit reservation.
An agent can help you search and compare apartments, but does not issue this official certificate. If you want to align your purchase search with an existing or pending eligibility decision, include your programme and approved budget when contacting Semerenko Group through our buyer representation service.
